February 9 of this year was not only the day of the parliamentary elections in Kosovo, but also the starting point of a long series of unsuccessful attempts to fulfill the first obligation after the announcement of the results. The failure of about 50 attempts to constitute the Assembly in Kosovo is nothing more than a delay in a vote that is both procedural and important for the future of the country.
All that has happened in the last 5 months is the development of a series of failed sessions with the participation of MPs, who every two days, since April 15, vote and re-vote for the same reason. Disagreement over the voting method and an alternative candidate are the two main reasons for the current situation.
The problem of the lack of constitution of the Kosovo Assembly is not just a matter of name or voting, but essentially of an insistence that prolongs the country's political uncertainty and instability.
While the parties and the highest leaders in the country participate in various ceremonies and activities inside and outside the country, it would have been more valuable for the focus to be on a constructive discussion on this issue, to achieve a fruitful outcome for Kosovo.
The political cost of the lack of a parliament is immeasurable, as it creates a deadlock that prevents the country from having institutions, leads to the dissolution of parliament, and until elections are held and the same process begins again, a long time passes, within which important decisions can be made on new legal initiatives or necessary changes in certain areas.
It remains to be seen what will happen in the coming days, as the country's highest court has conditioned the process by setting July 26 as the last attempt to form a constitution. And if this date is also exceeded, it will not be a desired conclusion to everything.
Policymaking in Kosovo should not be hostage to a name or a majority, which can claim that through a given or absent vote, it has the future of the country in its hands.
In Kosovo politics, an approach is needed that transcends the political difficulties of the moment and, above all, the events of the past.
The citizens of Kosovo deserve a representative, accountable and effective institution that serves their highest interests, with elected officials who are committed to every issue facing the country beyond political divisions, momentary disagreements or internal struggles among themselves.
