We have been brought to this Assembly by the trust of citizens from all over the country. They expect us to take into account their interests and the interests of the country when we propose or approve laws.
Young people want to be convinced that tomorrow is better for them here than any other option.
Older people want to be sure that the hard work of years will be rewarded with bright days.
Citizens, in the city or in the countryside, demand security and increasingly better standards of public services and infrastructure.
The integration agenda in the European Union, which will be the topic of this new session, has extraordinary potential to respond to the challenges of Albanian society and to become an enthusiastic national narrative.
This session is not just a continuation of a calendar.
It is a second test – a test of our parliamentary maturity, of the standards that society expects from us, and of the ability to turn Albania's European moment into good laws, stronger institutions, and a more dignified political dialogue.
During the first session, we faced a significant workload and a busy legislative and oversight agenda.
But let's be honest, in addition to the volume of work, we often had an excessive political workload, far from our function and far from the real needs of citizens.
That's why the session we open today requires a small twist in style and a big twist in results.
In the coming year there will be more laws to review, more tasks for committees, more reports and scrutiny, more monitoring of reforms and more expectations from the public. There will be even more political challenges, but our task is to keep the Assembly in its role: an institution that produces solutions and standards, not noise.
During the last session, we held 18 plenary sessions, adopted 41 laws and 59 decisions. 2 interpellations and 2 motions with debate were held. The majority deputies held 229 discussions lasting about 40 hours, while the opposition deputies held 330 discussions lasting about 48 hours.
I thank all my fellow MPs, the parliamentary administration and the support structures, because, despite the tensions, this Assembly has continued to function, decide and produce.
But this year we need something more: more focus and more discipline on the European agenda.
A European parliament is not measured only by the number of laws it passes, but also by the culture it conveys.
We cannot demand European standards from society if we do not set new standards of behavior and institutional respect within this hall.
Për këtë arsye, dua ta ritheksoj qartë: gjuha e urrejtjes, fyerjet, personalizimi i debatit, nënçmimi dhe përbaltja nuk mund të normalizohen dhe nuk mund të shiten si “politikë e fortë”.
Nuk janë forcë.
Janë dobësi. Një dobësi që parlamentet e vendeve të Bashkimit Europian e kanë lënë pas prej dekadash.
Si Kryetar i Kuvendit, do të vazhdoj ta ushtroj detyrën me përkushtim dhe paanësi, me bindjen se shumica dhe pakica dallojnë nga fuqia vendimmarrëse, por jo nga të drejtat, jo nga mundësitë për të folur, jo nga qasja në proces dhe jo nga respekti institucional që meriton secili deputet.
Kjo është baza e një Kuvendi që fiton autoritet.
Europa ka qenë fokusi kryesor i veprimtarisë sonë dhe do të mbetet i tillë.
Shqipëria sot është në një fazë të re: faza ku nuk flasim më vetëm për “rrugëtim”, por për “hyrje”.
Nga proces integrimi, në proces anëtarësimi.
Ky ndryshim kërkon më shumë përgjegjësi, më shumë koordinim institucional dhe një konsensus politik më të gjerë për çështjet strategjike.
Objektivi ynë është i qartë: mbyllja e negociatave teknike brenda vitit 2027 dhe anëtarësimi brenda kësaj dekade.
Në këtë kuadër, Kuvendi duhet të bëjë dy gjëra njëkohësisht:
– të përshpejtojë përafrimin ligjor, pa komprometuar cilësinë e ligjit;
– të rrisë kontrollin mbi zbatimin, sepse në Bashkimin Europian nuk mjafton të miratosh, duhet të provosh se ligji funksionon.
Kjo do të thotë që sesioni i ri duhet të jetë sesioni ku kontrolli post-legjislativ bëhet praktikë e qëndrueshme: ligjet të maten jo vetëm në sallë, por në terren, te qytetari, te biznesi, te shërbimi publik.
Gjatë sesionit të kaluar vijoi bashkëpunimi funksional me institucionet e pavarura dhe u përmbyll raportimi i 27 institucioneve.
Kjo nuk është një rutinë proceduriale. Është mënyra se si Kuvendi mban gjallë ekuilibrat kushtetues dhe garanton që institucionet të funksionojnë si mbrojtës të interesit publik.
Mbështetja ndaj institucioneve të drejtësisë mbetet e palëkundur. Sot kemi një drejtësi të re, të pangjashme me atë të trashëguar. Kuvendi ka një rol kyç në sfidën për ruajtjen e pavarësisë së institucioneve dhe forcimin e mekanizmave të llogaridhënies.
Sesioni që nisim sot do të udhëhiqet nga disa drejtime të qarta pune:
•Axhenda e integrimit europian si prioritet i padiskutueshëm
Projektligjet e përafrimit, reformat për shtetin e së drejtës, antikorrupsionin, të drejtat themelore, lirinë e medias, transparencën dhe mirëqeverisjen do të kenë trajtim të përshpejtuar, por edhe filtrin e cilësisë.
•Diplomacia parlamentare si rrjet besimi për anëtarësimin
Diplomacia parlamentare do të jetë më aktive, më e koordinuar dhe më e pranishme, sepse procesi i anëtarësimit është edhe proces besimi, ku sfida më e madhe nuk është vetëm përafrimi teknik, por ratifikimi final nga të gjitha shtetet anëtare.
•Mbikëqyrje më e fortë, më e dobishme, më pak formale
The Assembly will increase the demand for accountability, with more control mechanisms and more assessment of the real impact of laws and public policies.
•Modernization and transparency - Assembly open 24/7
Technology is not a luxury, but a tool to bring the Assembly closer to citizens: better and more understandable archiving, indexing and transmission of parliamentary proceedings, more accessible public consultation, tracking of acts and a new culture of transparency that makes the Assembly readable to the public.
All of this is made possible today by technology, with greater ease and quality.
Dear fellow MPs,
A large volume of work awaits us. But this volume is a privilege and a responsibility, because we have in our hands a historical chapter: bringing Albania closer to Europe not only as an aspiration, but as a standard.
At the end of this legislature, the Assembly should be more respected, more functional, more open and more European in ethics, in procedure, in the quality of debate and in service to citizens.
In the face of great national challenges, we are not simply the majority or the opposition. We are sons and daughters of the same Albania, which must walk with dignity towards the same destination: Albania as a member of the European Union.
