Russian President Vladimir Putin said that Moscow has never opposed Ukraine's eventual membership in the European Union, adding that he believes it is possible to find a compromise to provide security for both Russia and Ukraine.
US President Donald Trump said after his summit with Putin in Alaska last month that he thinks Putin is "tired" of the war in Ukraine, but it remains to be seen whether peace can be achieved and Europe's deadliest conflict since World War II can be stopped.
Ukrainian and Western European leaders have said they do not believe Putin is serious about achieving peace in Ukraine and have warned that if Russia wins the war in Ukraine, then Putin could attack Europe and the NATO military alliance.
In statements made in China, Putin dismissed these claims, describing them as "hysteria" by irresponsible people who, according to him, present Russia as an enemy.
Putin claimed that Russia was forced to act in Ukraine because of what he described as the West's attempt, with the help of NATO, to "absorb the entire post-Soviet space."
"As for Ukraine's membership in the EU, we have never opposed it," Putin said during talks with Slovak Prime Minister Robert Fico in China. "As for NATO, that's another matter... Our opposition to this issue is well-known: we consider such a thing unacceptable."
According to diplomats and officials involved in the discussions, a possible security guarantee for Ukraine – backed by the United States and Western European powers – is one of the most difficult parts of any future peace deal.
Ukraine says it is not up to Russia to decide whether Kiev can or cannot join, while NATO says Russia does not have a veto over memberships in the alliance.
Putin said he had discussed Ukraine's security during his August 15 summit with Trump.
"There are options for providing security for Ukraine in the event of an end to the conflict," Putin said. "And it seems to me that there is a possibility of finding a consensus on this issue."/REL
