Formal competitions in the State Police

Today, the ranking of candidates expected to take over the police departments in the districts of Tirana, Durrës, Vlorë, Fier, Kukës and Lezha has been published.

While the competition was taking place, there were commissioned officers in the regional police forces. The competition is purely formal, as the winners were declared those who were commissioned officers.

We do not dispute the names, but precisely so that these names remain where they belong, we must pretend not to see and not to hear.

The State Police must have a real competition, which is essentially school, career, training, and experience.

 

The repeated competitions are purely formal, we emphasize again, not to contest the names in principle because they are career officers, but they are commanded and then a formal competition is held to make them official.

The Law on the State Police needs changes. There could be changes in three years, there is a competition and then the names circulate.

But taking the last race as an example, the problematic fact is this: it is commanded, competed for, and then confirmed.

There should be two ways: Either they should be appointed directly, so that they don't have to go through fictitious commands and competitions, or the appointment should be made according to rank. So, the State Police has their files, knows who the career officers are, and can decide who will take over from whom.

So, the state should pay these career officers, promote them to other important positions. It costs nothing to the State Police to pay 100 officers well, so that there is no command scheme, there is a competition and then they are appointed.

Career officers are national assets, not just police officers.

They should be treated as national assets, not simply as some officers that Rama doesn't like, who were in the time of Taulant, or Xhafaj, or who were with Saliu. You don't make a career in the police because you were with Saliu, or change because the direction in politics changes.

If there needs to be a race for district directors, let them do it through elections, through voting like in America, with the people voting or the City or District Council electing them.

Tweaking the State Police law, adapting it to EU standards or US experts, has simply created an amalgam that highlights essential problems.

The State Police has career officers who have not entered this competition, honest professionals who do not become part of these formalities. The State Police should be evaluated by their career and honesty, not by these competitions with commissions that take orders from the minister who is a party member, with the principle "I like this one", "this was when Taulant was or when Xhafaj was", "this was during Saliu's time", "this is what Rama wants". These are not competitions, these are formalities.

In order to have good career officers and professionals in their duties, it is enough to have a system with every piece of data from these persons' files and not to engage in formal competitions, but for each person to compete with themselves, with their career results and experience.

Let's not pretend to be competing, but rather give them what they deserve for the contribution they have made to the State Police.

What needs to be done is to have a law for the State Police, not to use it according to the political interest of the moment, "remove Lena, put Prena in."

The State Police must invest in education and training. The State must protect those who make mistakes, those who do not have results, lower their ranks, leave for another position and make way for younger people. But we must invest in this national asset, not introduce discord into the State Police.

It is Albanian taxpayers who pay for these people, despite the fact that they are treated with political merit.

There are two ways: either to hold real, open competitions, without interference and manipulation, even with elections. Or, as in many countries around the world and in Europe, career officers should have a file and be treated as national assets, where their experience, training, duties held, clean image, vetting are noted./ CNA
