The delegation of US congressmen, who visited the Presevo Valley on Tuesday, stressed the importance of stability and prosperity in addressing issues between Albanians and Serbs.
Keith Self from the Republican ranks and Suhas Subramanyam from the Democrats met with various officials, including the only Albanian MP in the Serbian Parliament, Shaip Kamberi, to obtain information and opinions directly from the field.
"We have seen that there are real problems between Albanians and Serbia, as we have known. But we will also go to Kosovo to learn about the Serbian minority there. So, we are visiting both countries to understand how minorities are treated and what their rights are," Self told reporters.
Subramanyam mentioned the education system and the unequal development for Albanians in Serbia as one of the main problems of minority rights, while saying that the issue of deactivation of addresses was also discussed in the meetings.
"The reality is that Serbia, in order to move forward, needs to be able to address these issues," the Democratic congressman said.
Speaking to Radio Free Europe after the meeting, Kamberi said that the congressmen "are convinced of the existing situation on the ground" and appeared confident that the problems in the Presevo Valley are receiving international attention.
"There is a wide range of problems - first of all that of integration into state institutions. The lack of Albanians in those institutions - starting from the police, borders, judiciary, i.e. in the bodies that operate in the territories of our municipalities - not only violates the rights of Albanians to be directly represented, but also creates a situation where a minority, which constitutes 95% of the population here, does not trust those institutions," said Kamberi.
He added that the authorities in Belgrade are using Russian and Chinese influence to supposedly prove that the West is not the only option, but, according to him, Serbia has no other alternatives than the European Union.
"The EU means accepting and respecting the rights of minorities, but this government's policy has harmed not only the interests of minorities, not only the interests of the Albanian community, but also the long-term interests of Serbia itself," according to Kamber.
The visit of American congressmen to Presevo - a city in southern Serbia, inhabited by an Albanian majority - comes after, earlier this year, the Foreign Policy Committee of the House of Representatives of the US Congress approved a bill requiring the US Secretary of State to prepare a comprehensive report on the position of minorities in Serbia, with a special focus on Albanians in the Presevo Valley.

Këto çështje janë përmendur edhe në raportin e Departamentit amerikan të Shtetit për të drejtat e njeriut në Serbi, për vitin 2023.
Samet Maksuti nga Presheva nuk pret ndonjë ndryshim pas vizitës së kongresistëve amerikanë.
"Nuk ka punë, nuk ka fabrika, njerëzit nuk kanë ku të punojnë. Shumë kanë migruar në Gjermani", thotë ai për Radion Evropa e Lirë.
Sabit Rexhepi thotë se nuk ka ndonjë problem në qytet dhe se bashkëjetesa mes shqiptarëve dhe serbëve është e mirë.
"Politika i kërcënon të drejtat e pakicave, por, me njëri-tjetrin, ne nuk kemi probleme", thotë ai.
Për ndryshimet eventuale që mund t'i sjellë vizita e kongresistëve amerikanë, ai thotë se ato varen nga politikanët.
"Por, unë nuk pres të ketë ndonjë gjë më mirë. Derisa Aleksandar Vuçiq të jetë president [i Serbisë], nuk do të ketë asgjë", thotë Rexhepi.
Një ditë më parë, kongresistët amerikanë qëndruan në Beograd, ku u takuan me sekretaren shtetërore të Ministrisë së Punëve të Jashtme të Serbisë, Nevena Jovanoviq.
Sipas njoftimit të kësaj ministrie, në takim u diskutua për marrëdhëniet dypalëshe mes Serbisë dhe SHBA-së, për situatën në rajon, si dhe për pozitën e komunitetit serb në Kosovë.
Po ashtu, ishte planifikuar edhe një takim me kryetaren e Kuvendit të Serbisë, Ana Bërnabiq, por ai u anulua.
Më 24 maj, kongresistët amerikanë vizituan edhe Sarajevën, ku theksuan përkushtimin e tyre ndaj Marrëveshjes së Dejtonit për Paqe dhe integritetit territorial të Bosnje dhe Hercegovinës.
Ata pritet ta vazhdojnë turneun në Ballkan me një vizitë edhe në Kosovë, ku me ushtruesen e detyrës së presidentit, Albulena Haxhiu, dhe me kryeministrin në detyrë, Albin Kurti, do të takohen më 27 maj.
Pjesëtarët e komunitetit shqiptar që jetojnë në jug të Serbisë, në komunat Preshevë, Medvegjë dhe Bujanoc, shpesh kanë ngritur shqetësime për praktika diskriminuese nga autoritetet në Beograd, ndërsa zyrtarët e Qeverisë së Kosovës i kanë mbështetur vazhdimisht pretendimet e tyre.
Kosova u ka ofruar mbështetje në disa fusha, përfshirë bujqësinë, por ka raportuar se Serbia ka penguar realizimin e disa pagesave.
Përfaqësuesit e Luginës së Preshevës dhe shteti serb kanë arritur tri marrëveshje në vitet 2001, 2007 dhe 2013, të cilat parashihnin mbrojtjen e të drejtave dhe integrimin e pakicës shqiptare, por zbatimi i tyre ka mbetur i kufizuar.
Integrimi i shqiptarëve në institucione është gjithashtu pjesë e obligimeve të Serbisë në kuadër të negociatave për anëtarësim në Bashkimin Evropian.
