IPARD funds, Frida Krifca approved hundreds of thousands of euros for her husband's family members

Frida Krifca left the private sector to join the Rama government in 2017, when she was appointed head of AZHBR. In the following, Plug will show a complete overview of the former Minister of Agriculture's assets. Apartments, bank accounts, undeclared loans and cash were some of Frida Krifca's assets when she became head of AZHBR. But, after taking over this institution and until her appointment as minister, Frida Krifca and her husband not only increased their real estate assets to thousands of square meters of land purchased at ridiculous prices, but also opened businesses that have also benefited from public money.
Frida Krifca joined the Rama government in 2017. Until this year, Krifca worked for the Financial Services Volunteer Corps, a non-profit public-private partnership. She previously stated that she had worked in the banking sector and private businesses in various positions, mainly department heads, which leads one to believe that Ms. Krifca's payments were also very good.
Frida Krifca would be appointed head of AZHBR, two years after the Albanian government approved the law on IPARD grants from the European Union. In her asset declaration, before taking office, Frida Krifca declared that she was the owner of a 36 m² shop, purchased in 2003 for $160,000. For this property, which raises many doubts given its size, time of purchase and amount paid, Frida Krifca declared that she had income from her and her family's savings.
Krifca also declares that she is the owner of an apartment in Dhërmi, with an area of ??68.4 m², purchased in 2012 for a value of 71,955 euros. For the purchase of this property, Krifca declares that she had savings and borrowed from friends. In 2016, a year before she stepped into AZHBR, Frida Krifca declares that she bought an apartment with an area of ??149 m² in Tirana, whose value is 223,500 euros. Krifca declares that she generated income for the purchase of this property from the sale of an old house and part from a bank loan. She also declares 800 thousand lek, 17,247 dollars and 408 euros in cash. Krifca declares that she also has income from renting a shop worth 32 thousand lek per month. In 2016, she took out a loan worth 130 thousand euros with a repayment period of 10 years. Just from the initial asset declaration, reasonable suspicions arise that she does not justify the income for the assets listed. In her declarations to the ILDKPI, Krifca did not indicate where she took out a loan to buy an apartment in Dhërmi in 2012. She also did not declare the source of her savings or their amount for the purchase of several properties over the years. These suspicions are further increased by the fact that her husband, until 2017, declared that he was the owner of a vehicle worth 4 thousand euros and had 450 thousand lek in cash. Erti Lutaj, Frida Krifca's husband, did not declare income from any job until 2017.
In 2017, after taking office, everything starts to change for Frida Krifca and her husband. In 2017 and 2018, the situation at first glance seemed normal, until the properties, bank accounts, and companies that emerge from nothing and benefit from state funds begin to increase.
In 2018, Krifca declared her salary as director of AZHBR in the amount of 726 thousand lek and income from the rental of the store suddenly increased immediately. Meanwhile, her husband, Erti Lutaj, declared that he had a bank account with 233 thousand lek in savings, which he had forgotten to declare in his wife's initial declaration, as well as two other accounts worth about 500 thousand lek. For the first time, he also declared his salary as head of local marketing at the World Vision Albania organization for the period August-December 2017, in the amount of 1,000,000 new lek.
In 2018, Frida Krifca declared about 15 million lek in income from salary and allowances as the head of AZHBR and about 8 thousand euros in income from the rent of the store. It is clear that with Frida's promotion, the rent of the store also doubled. In 2018, two years after receiving a loan of 130 thousand euros to buy an apartment, Frida Krifca turned to the bank again, this time to refinance the loan taken in 2016. In the end, she declared a new loan worth 107 thousand euros, with a monthly installment of 765 euros. Frida Krifca's husband, Erti Lutaj, declared for 2018 that he had donated the vehicle he owned worth 4 thousand euros, while declaring his salary to World Vision in the amount of 24 million lek.
After two years in office, the increase in declared assets begins, for her and her husband, who until recently also drew an overdraft to cover expenses. In 2019, Frida Krifca declares three bank accounts in the total amount of about 8 million lek. Her income is: 16 million lek from salary, 11 thousand euros from store rent, 17 thousand lek from treasury bills. In 2019, she declares that she is repaying the loan taken out in 2018 worth 107 thousand euros. Frida Krifca's husband, Erti Lutaj, in 2019 declares income in bank accounts as a natural person in the total amount of about 40 million lek, while Erti Lutaj declares total income as a natural person with a NIPT registered in July 2019 in the amount of 61 million lek. According to the data, he has registered NIPT as a natural person for rental activities and marketing services.
In 2020, Frida Krifca declares three bank accounts in the amount of about 7 million lek. She also declares income from the salary as director of AZHBR in the amount of 13 million lek, income from the rent of the store in the amount of 8,800 euros and income from royalties in the amount of about 2 million lek. She declares the repayment of the loan in the amount of 107 thousand euros. Her husband, Erti Lutaj, declares a bank account in the amount of 35 million lek, while in 2020 he declares that he has purchased an arable land with an area of ??11 thousand square meters, with a taxable area of ??3,000 m², while the purchase value of this property is declared at a ridiculous price of 30 thousand euros, or in other words, only 10 euros per m².
In 2021, which is also the last year that asset declarations are publicly available, Frida Krifca is appointed Minister of Agriculture. This year, she redeclares all her assets. According to official ILDKPI data, Krifca continues to declare a 36 m² shop worth 160 thousand dollars, a 125 m² apartment worth 224 thousand euros, a 78 m² apartment worth 71 thousand euros, as well as thousands of euros in cash and bank accounts. Her husband Erti Lutaj declares that he bought a garage worth 22 million lek in 2021, as well as ownership of over 3 thousand meters of arable land, purchased for 10 euros per square meter in the Farka area.
This year, Erti Lutaj declares for the first time, five years after being subject to the law, ownership of a business called Big Pencil. He declares that he is the owner of 100% of the shares of this business, while in previous declarations he did not declare any data about it. In 2021, he also declares that he has founded another business, Lucom Projects shpk, in which he has 100% of the shares. By 2021, Erti Lutaj declares ownership of three businesses, while a year later he also establishes the company LUSAKU shpk. He declares that his income in bank accounts, cash balances and income from businesses amount to about 50 million lek. With the business he founded in 2020, Erti Lutaj has also benefited from funds from the state budget. Through the company Lucom Project, Erti Lutaj has benefited from two payments from the Municipality of Tirana in the total value of 11 million lek, or about 110 thousand euros. The payments from the municipality led by Erion Veliaj to Erti Lutaj's company were made in October and November 2023, the year when Frida Krifca was one of the main leaders of Erion Veliaj's campaign for the municipality of Tirana./ PLUG
