Prime Minister Edi Rama invented the Sun, as the sun that will solve the problems of Albanians, but also his own problem with corruption. Or more precisely, with the avoidance of responsibility of officials who are mired in corrupt affairs.
The sun will also shine on Albanian Agriculture, the sector that has internationalized government corruption.
Corruption that has destroyed the agricultural sector, and that has deprived thousands of Albanians from the benefits of European Union funds.
In today's show, we will show you how governments, officials, and even criminals have stolen funds that were intended for agriculture and farmers, and not only that, but have deprived suffering farmers of the 112 million euros that the European Union had planned to give them through IPARD funds.
A history of theft, the destruction of agriculture, the bankruptcy of livestock and the flourishing of private gardens and businesses of government officials, in Edi Rama's Albania 2030 programming has been transformed into growth in Agriculture, despite what INSTAT itself says. The abuse and blocking of funds by the European Union in the Albania 2030 program has translated into 5.2 billion subsidies that, according to the government, benefit 67,100 farmers.
Edi Rama's propaganda figures, in addition to ignoring reality as in times of dictatorship, have also become a scandalous facade of abuse of the sweat and money that today should be in the pockets of Albanian farmers.
Now, after the satellites that transformed Albanian agriculture, with millions of euros wasted, the solution will come from the Sun, which will be able to remove the next Krifcë from responsibility.
In 2015, the Parliament of Albania ratified the Framework Agreement between the Republic of Albania, represented by the Council of Ministers, and the European Commission on the rules for the implementation of the European Union's financial support to Albania, under the Instrument for Pre-Accession Assistance IPA II.
This agreement was the legal basis on which the European Union would start distributing tens of millions of euros in financial assistance to Albania in the coming years. One of the support instruments was precisely that for agriculture. The IPARD II Program for Agriculture provided financial support worth 94 million euros for Albanian farmers, with the funding being shared 75% by the European Union and 25% by the Albanian Government.
According to the agreement, IPARD funds would financially support Albanian farmers in three measures:
Measure 1 included “Investments in physical assets of agricultural holdings” with a particular focus on the following sectors: Milk; Meat; Fruit; Vegetables; Vineyards
Masa 3 përfshinte “Investime në përpunimin dhe tregtimin e produkteve bujqësore” me fokus të veçantë në sektorët e mëposhtëm: Përpunimi i qumështit dhe qumështit; Përpunimi i mishit; Përpunimi i frutave dhe perimeve; Verë
Masa 7 përfshinte “Diversifikimi i fermave dhe zhvillimi i biznesit” me fokus të veçantë në sektorët e mëposhtëm: Prodhimi i bimëve medicinale, kërpudhave, mjaltit, bimëve zbukuruese dhe kërmijve; Përpunimi dhe tregtimi i bimëve mjekësore dhe aromatike të egra dhe të kultivuara, kërpudhave dhe mjaltit; Përpunimi në nivel ferme dhe tregtimi i produkteve bujqësore; Akuakulturë; Natyra dhe Turizmi Rural; Shërbime për popullatën dhe bizneset rurale; Industria e zejtarisë dhe objektet e prodhimit; Prodhimi dhe përdorimi i energjisë së rinovueshme.
Nga një informacion zyrtar, rezulton se 94 milionë euro mbështetje të Bashkimit Europian dhe qeverisë shqiptare, të programit IPARD, u shpërndanë në kuadër të këtij programi. Në total, gjatë gjithë proramit IPARD, u hapën katër thirrje, ndërsa numri total i përfituesve të 94 milionë eurove, është vetëm 431 persona. Emisioni plug disponon listën e plotë të përfituesve, nga ku vihet re se të vetmit që nuk përfituan ishin fermerët shqiptar, pasi të gjitha fondet u shpërndanë për një grup personash, zyrtarë të lartë, familjarë të qeveritarëve, apo personazhe të botës së errët të krimit.

Numri i ulët i aplikantëve që përfitonin miliona euro, dhe refuzimi i aplikimeve nga fermerë realë, ngriti dyshime se diçka nuk po shkonte me programin IPARD. Inxhinieri Romeo Nazarko, të cilit iu refuzua aplikimi për ndërtimin e një pemtoreje ne Ersekë, bëri një ankesë pranë OLAF, Zyrës Europiane Kundër Mashtrimit Financiar. Pas një hetimi intensive dhe serioz, në korrik të vitit 2023, OLAF publikoi skandalin, miliona euro të IPARD ishin grabitur në Shqipëri.
Në njoftimin publik, që OLAF bëri në vitin 2023 për skandalin në Shqipëri, jepte të dhëna të rëndësishme që orientonin se me fondet e IPARD ishin kryer vepra të rënda penale, përfshi korrupsionin nga zyrtarët shqiptarë.
Pas një sërë hapash kompleksë hetimorë, duke përfshirë kërkimet dixhitale forenzike të dokumenteve të lidhura me përfituesit e IPARD II, ARDA-n dhe operatorët e tjerë ekonomikë, OLAF zbuloi disa parregullsi serioze gjatë fazës së dhënies së granteve dhe zbatimit të disa projekteve.
• Aplikantëve u kërkohej të paguanin një pjesë të konsiderueshme të grantit të tyre te një kompani lokale konsulence;
• Kontrata që jepeshin pa konkurs, ose përmes një konkursi të manipuluar (me oferta të rreme të paraqitura);
• Çmime të fryra dhe shkelje të rregullave kontraktuale. Pas hetimit të saj, OLAF rekomandoi që Komisioni Evropian ta konsiderojë një pjesë të financimit të Thirrjes së Parë dhe të Dytë për Aplikime IPARD II prej 33 milionë eurosh, si të papranueshme.
In July of that year, Frida Krifca, unlike OLAF, claimed that there was no corruption or abuse of IPARD funds and that, according to her, the only suspension was the next tranche of support for Albanian agriculture.
But while Frida Krifca was lying all day long from the Parliament podium, OLAF itself announced in a public statement that it had asked the European Commission to suspend the remaining IPARD II grants, worth 33 million euros, and the IPARD III program worth 112 million for Albania.
"Following its investigation, OLAF recommended that the European Commission consider part of the funding of the First and Second IPARD II Calls for Applications of EUR 33 million as inadmissible. OLAF also recommended that the EU prevent unnecessary expenditure of EUR 112 million from future funds (IPARD III) for Albania, until corrective measures are taken to protect the EU's financial interests from any illegal activity," OLAF wrote.
In fact, unlike Krifca, who claimed that there was no mention of corruption, OLAF itself described the affair as "criminal" while also sending the investigative file to Altin Dumani's SPAK.
