David Shkurtaj, a resident of the "Mark Lula" neighborhood in Shkodra, has been living in Italy for 25 years, but his house, with a 1994 ownership certificate, still does not allow him to build a second floor.

According to him, the house is dilapidated and water has started to seep in from all sides, but the Shkodra Municipality refuses to grant permission without a renewed certificate, which the cadastre does not allow. Davidi says that he has been applying for ten years, has submitted all the documents and even has a court decision from 1994, which confirms his ownership.

"I have a house in Shkodra, in the "Mark Lula" neighborhood. I have a certificate of ownership from '94. I have a two-story building permit for the house. It was not possible to make it two-story, because today, when I ask for permission to build a second floor, because the house is depreciated and water is entering from all sides, the municipality will not give me permission, without changing the certificate of ownership.

I haven't had the opportunity to change it, because I was in Italy, but now, that I want to change the ownership certificate, I have 1 thousand problems and it's been 10 years since I've been making applications and it's not possible to get a new ownership certificate. I have all the regular documents and a court decision from '94. So, I ask you to take the opportunity to solve these problems for me. I've been suffering a lot for 10 years," says the citizen.

However, each time, he is asked to clarify the data, lack of documentation, or verifications in the state archives, which have not been able to confirm the documents, due to the riots of 1997, which were followed by the burning of documentation.

In the end, David can only obtain a mortgage certificate for the land and the building, but even this is not enough to obtain a reconstruction permit.
