The Democratic Party has denounced the misuse of public funds by the Municipality of Tirana through dubious and uncompetitive tenders, which burden citizens' budgets and do not reflect the true priorities of the community.

The spokesperson for Anti-Corruption in the Democratic Party, Genta Vangjeli, in a statement to the media stated that, according to open procurement, a total of 17 million euros including VAT were spent by the Municipality of Tirana on equipment and furnishings, through 63 tenders, where only 16 economic operators were declared winners - an average of 4 tenders for each operator.

Vangjeli emphasized that this alarming concentration is not at all accidental, but a consequence of qualifying criteria designed to favor certain entities, in violation of fair competition.

This model is now also visible in the leadership of the acting mayor of Tirana, Ms. Anuela Ristani.

Genta Vangjeli denounces:

On June 23, a procurement procedure was scheduled to be carried out with the following objective:

'Purchase of equipment and furniture for the needs of the institutions of the Municipality of Tirana, Lot 2', with a fund limit of 310 thousand euros.

This procedure contains unjustified and disproportionate criteria to the object and nature of the contract, violating the legality and principles of equal treatment of operators, contrary to:

Articles 2, 3, 21 and 77 of Law No. 162/2020 'On Public Procurement', as amended;

Articles 40, 41, and 78 of Council of Ministers Decision No. 285, dated 19.05.2021 'On the approval of public procurement rules', as amended.

At a time when the citizens of Tirana are still waiting for the completion of the reconstruction process, the payment of rent bonuses, and support for families in need, it is unacceptable that priority is given to tenders for luxury furniture.

The Democratic Party calls on the Municipality of Tirana and Ms. Ristani to immediately review these harmful practices and focus on the real needs of citizens.

Any violation or abuse of public funds will be monitored and denounced with determination by the opposition./ CNA
