Stalking has become a disturbing phenomenon, where everyone is at risk.

Experts raise the alarm about the behavior of stalkers , the danger they bring not only to their victims, but to the whole society and mainly to the people they interact with, whether at work or in other activities of daily life.

Stalkers often use social media to intensify their criminal activities, instill fear, and often blackmail their targets.

Sociologist Gëzim Tushi, in an interview for CNA TV , describes stalking as an anti-civic act and disgusting behavior, while emphasizing that a registry is needed to prevent these criminal behaviors. ( Read here )

"This manic stalking behavior, the tendency to interfere in each other's internal affairs, the idea of ??controlling and observing private life, without question, apart from being an individual pathology, also constitutes a social danger. Such elements are toxic not only in personal and family relationships, but also in social and work relationships. Such elements are destructive, break the relationship of certain relationships, create anomalies and big problems, either at work or in social life.

They deserve not only to be punished from a legal point of view, but also to be exposed morally. Albanian society needs a book of shame where they must be identified. Publicizing people who exhibit such vices should be done in order to unmask them. This will reduce this virulence. It will bring some kind of restraint and punishment. "People with criminal tendencies, if they are mentally unbalanced, as some of them are not mentally well, should be taken to psychiatric hospitals and treated for their illnesses," he said.

According to Andoni, stalkers act against vulnerable categories, while underlining that the law should be tougher.

"For stalking persons, the law should be very well defined and much tougher. Persecution is not only about taking away or hindering someone's rights, but it is also an aspect that greatly affects one's social worldview.

Stalkers must be identified, while those who carry out systematic stalking must be part of a national registry, because they can cause very large social traumas in society that are followed with extraordinary consequences. These people must be identified and deprived of society. The time has come that there should be punishments so that these people don't try to harm society anymore", declared the publicist.

In the Code of Criminal Procedure, threatening or harassing a person by means of repeated actions, with the intention of causing a constant and severe state of anxiety or fear for the safety of oneself, a relative or a person, with with whom he has a spiritual connection, or to force him to change his way of life, is punished with imprisonment from six months to four years.

Article 121 of the Criminal Code

When this offense is committed by the ex-husband, ex-cohabitant or person who had a spiritual relationship with the injured party, the penalty is increased by one third of the given penalty. When this offense is committed against a minor, a pregnant woman or a person powerless to defend themselves, as well as when it is committed by a masked person or is accompanied by the possession or use of weapons, the penalty is increased to one second of the penalty of given.
