The local government has also begun to implement the law on the forgiveness of unpaid debts.

The General Directorate of Taxes and Tariffs of the Municipality of Tirana has published an instruction explaining how citizens and businesses can benefit.

Based on the instruction, unpaid obligations to the Municipality of Tirana until December 31, 2014 are automatically deleted, without any payment or action by the debtors.

The main conditions for benefits are:

For unpaid obligations to local government for the period January 1, 2015 - December 31, 2019, two alternatives for benefit are foreseen: payment of 50% of the principal by June 30, 2026, with the rest forgiven, or payment of 75% of the principal by December 31, 2026, with the rest forgiven. In both cases, all fines and late payment interest are forgiven.

Beneficiaries must meet the following conditions:

For unpaid obligations from January 1, 2020 to December 31, 2024, full payment of the principal is required for this period, while fines and late payment interest are then waived. If only fines and late payment interest remain for this period, they are automatically deleted. Meanwhile, during this period, beneficiaries must meet the condition of non-criminal prosecution and appeal processes. /CNA
