The Special Court's appeal has changed the security measure for the former director of IMT, Mariglen Qato, one of the defendants in file 5D. Judge Iliriana Olldashi decided to replace the measure of "prison arrest" with the measure of "house arrest".

According to the decision, Qato must not leave his apartment. The court has ordered his release from detention, unless he is being held for some other reason.

"The Special Court of Appeal for Corruption and Organized Crime, with a monocratic panel composed of Judge Iliriana Olldashi, today, on 30.06.2026, announced the decision on criminal case no. 184, act, date 22.06.2026 registration, on the appeal of the appellant MQ: "Appeal against decision no. 355, dated 21.05.2026, of the Special Court of First Instance for Corruption and Organized Crime, with the subject: "Replacement of security measure" and decided: Amending decision no. 355, dated 21.05.2026 of the Special Court of First Instance for Corruption and Organized Crime in the following manner: Accepting the request of the applicant/defendant MQ Replacing the personal security measure with coercive effect "prison arrest" imposed on him by decision no. 28, dated 28.03.2024 of the Special Court of First Instance for Corruption and Organized Crime with the personal security measure "house arrest", ordering the defendant MQ not to leave his apartment located at ***.

"The release of the defendant MQ from the detention facility is ordered, unless he is being held for any other reason. The Special Prosecution Office Against Corruption and Organized Crime is ordered to execute this decision," the court's announcement states.

SPAK's investigations have revealed that Redi Molla and Mariglen Qato are the true partners and "de facto" owners of the company "5D Konstruksion" sh.pk, benefiting from a series of tenders.

Molla and Qato owned this commercial company indirectly, using other persons, citizens EM, MP and NM, as fictitious partners in the company's registration and operation acts, with whom the real partners of the company had social ties and friendly relations. /CNA
