Changes in the civil status register/DP charges Sander Lleshaj in SPAK

2 Tetor 2020, 17:24, English CNA

The issue of changing the place of residence of citizens, without their request in order to manipulate the voter lists, should be investigated by the SPAK. The Democratic Party holds directly responsible the Minister of Interior Sander Lleshaj and the General Director of Civil Status Bledar Doracaj, for whom submitted criminal charges to the SPAK for 3 criminal offenses:forgery of documents, abuse of office, and violation of the right to vote.

In the lawsuit signed by the Secretary General of the Democratic Party, Gazment Bardhi, the Special Anti-Corruption Prosecution is required to seize computer data, such as the National Registry of Civil Status, to prove illegal interference with the system with the aim of changing the address of residence and thus preventing citizens from voting by changing the polling station.

?Cases reported by various citizens for a period of about 2 weeks on changes of their residence without their knowledge, show the attempts to manipulate the Albanian voter lists by responsible persons, the Minister of Interior and the Director of the General Directorate of Civil Status?- it is said in the lawsuit.
The Law on Civil Status and the Electoral Code, are very clear on this issue. Direct intervention in the National Registry of Civil Status affects the electoral process, immediately changing the polling stations where Albanian citizens must vote.

According to Article 46 of the Electoral Code in force, polling stations are based on the residence code. Referring to article 15 point 3 of the law ?On civil status?, the lawsuit provides arguments that the place of residence is changed only at the request of the citizen.
Noting that the SPAK should have launched an investigation into this issue, the General Secretary of the Democratic Party, Gazment Bardhi, states that he ?presents this charges as
a legal opportunity to exercise responsibilities in defense of the public interest?.
?Law enforcement agencies must act without any further hesitation and with high professionalism dictated by the high interest, that has been violated and affected in this case, as we are facing dangerous acts that would affect the transparency of the electoral process and the freedom of elections, as basic principles of democracy ?- said Bardhi./CNA.al
