Fragmentation of public investments/ Only 7 municipalities exceed the 31% threshold

The report drafted by socialist experts on the Administrative-Territorial Reform 2.0 has highlighted more concrete data regarding municipal revenues and local investments.

Based on the report, these investments in many municipalities remain fragmented into small projects, unrelated to service standards and without transformative effect.

Experts argue that this fragmentation, described as “pulverization” in performance reports, weakens the real impact of capital spending.

In 2025, about 22% of the local budget was used for capital investments, while about 45.7% went for salaries and about 32.3% for operating expenses.

The picture by municipality is differentiated, 12 municipalities spend only 1-10% of the budget on investments, 24 municipalities from 11 to 20%, 18 municipalities from 21 to 30%, while only 7 municipalities (Librazhd, Tirana, Dimal, Shijak, Patos, Himarë, Kamëz) exceed the 31% threshold./CNA
