Rama government's "BESA" document revealed

The strategic document "Besa" that was presented yesterday by Prime Minister Edi Rama is revealed.

Based on the document, the Vjosa-Narta case is the first test of the "BESA" Method, which emphasizes the goal, the 7 mechanisms that are put into operation within 90 days, and the review of performance according to public opinion.

Vjosa-Narta test

A strategic method is tested where decision-making is most complex and trust is most compromised. For this reason, Vjosa-Narta is chosen as the first test of the BESA Method. The goal is not to politically reopen the past, but to test whether a thorough process of listening, evidence, explanation and measurement can produce a more credible decision.

The test does not start from the conclusion that the project should continue, nor from the conclusion that it should be stopped. The alternatives are continuation with guarantees, correction, conditioning, redesign or stopping, as permitted by law, contracts and evidence. No step of the BESA Method suspends legal powers, administrative procedures, contractual obligations or judicial review.

Before launch, a specific implementation mandate is approved that specifies: the responsible institution; the legal basis; the documents that can be published and the legal confidentiality restrictions; the transparent procedure for selecting experts; the handling of conflicts of interest; and the relationship of the test to ongoing administrative or contractual processes.

All seven mechanisms are put into operation within 90 days. Within this period, the hearing, the opening of the public documentation, the preliminary assessment and the reasoned decision on the next steps are completed. Obligations that require more time are registered with public deadlines, responsible institutions and continuous reporting in Flamingo Mirror.

Hearing Evaluation: Structured hearing in Vlora and beyond, with residents, fishermen, students, scientists, local businesses, protesting groups. No media appearances, but recorded roundtables for the Flamingo Mirror archive and with a public written report on what was said.

Evidence Dossier: Independent assessment of environmental and economic impacts, with international standards and external expertise selected through a transparent procedure. Contracts, decision-making and assessment documents are published to the extent permitted by law, explaining any limitations. No new irreversible decisions are made before the full evidence has been reviewed, unless a legal or contractual obligation requires otherwise and this is made public.

Explanatory Memorandum: The first short document of the BESA Method is dedicated to this dossier: what is being decided, how, by whom, with what deadlines, and how each step can be publicly followed.

Care Index: Vjosë-Narta is registered as the first public asset with a care standard according to this method, with documented condition and clear institutional responsibility, regardless of what is decided for the project.

Performance Dashboard: Every public commitment made for this file is recorded with a deadline and status, visible to everyone. The word given for Nartë-Vjosa becomes verifiable.

After Action Review: An unbiased, blame-free analysis of how signals were read before June: what was heard, what wasn't, and why. The learning process does not preclude administrative, contractual, or legal liability where proven.

Early Warning: The Vjosa-Narta case becomes a lesson in the system: what signals existed, where they were interrupted, and what the system should catch next time, long before a problem turns into a concern and the concern becomes a boulevard.
