Alternative care payments proposed/Benefits of up to 40 thousand/month for

Children without parental care, for whom alternative family care services are provided, will benefit from monthly financial support from the state. The beneficiaries of the new scheme will not only be the children, but also the foster families who undertake the provision of this service.

The draft decision proposed by the Ministry of Health and Social Welfare "On the payment amount for children placed in alternative family care" proposes 3 types of payments for family care support.

According to the draft decision, children in alternative care will directly benefit from a payment of 12 thousand lek per month to meet their daily living needs. It is also envisaged that children will receive another payment of 35 thousand lek per month to cover other expenses.

In the first year of implementation of this scheme, the financial effect of direct payments to children is estimated to be 27.7 million lek. By the end of 2028, the effect of payments is estimated to reach 53.2 million lek, including their 2% annual increase due to inflation.

Also, families that provide alternative professional care services in the family will receive a monthly payment at the minimum wage level.

The draft decision determines that the salary will be received by the parent, after applying as an employee in the local government unit, with an employment contract in accordance with the Labor Code.

Expenses for professional caregivers are estimated at 42 million lek for the first year of implementation, where 60 families will be included in the scheme.

For 2027, where the number of foster families is expected to reach 140, expenses are estimated to reach 98 million lek.

In total, the scheme for providing payments to children and alternative care caregivers for the years 2026-2028 is expected to spend around 221 million lek or 2.3 million euros from the state budget.

According to the draft decision, the new scheme aims to strengthen alternative care in a family environment, encouraging children without parental care to grow up in an environment as similar as possible to a family environment, instead of staying in residential institutions. /Monitor
