EU membership progress/ Minister Hoxha: In March and April 2026, interaction for

Minister for Europe and Foreign Affairs, Ferit Hoxha, was this Monday at the parliamentary committee's hearing session on the progress of the EU membership process.

In his speech, Hoxha spoke extensively about the process over the last two months, which, as he emphasized, is focusing on reviewing the report and drafting closing milestones.

Hoxha added that in a community of 27 member states, it must be borne in mind that each individual actor has its own interests.

"During March and April 2026, the COELA enlargement working group reviewed the report, analyzed it in detail, and actively interacted with the European Commission. In parallel, the usual exercise for drafting the European Union's common position on the closing milestones was also carried out in COELA.

As I emphasized earlier, Albania is not part of this discussion, as the report is a Commission document and the interaction takes place between two EU institutions: the Commission and the Council.

However, what we know for sure is that the Commission's recommendations to the Council have been positive, recognizing the progress achieved and the fulfillment of milestones, as well as recommending the continuation of the process towards their adoption.

This is the moment we are currently in.

It is important to note that this process, especially as it is being implemented for the first time under the new methodology, is neither predetermined nor time-bound. Discussions at the European Union level are an integral part of the mechanisms for controlling, verifying and ensuring the quality of reforms. It is reasonable to argue that through this first exercise with Albania, the EU is setting its own standard for the future.

"It must also be understood that we are not dealing with a single actor, but with 27 member states, each with their own perspectives, sensitivities and interests," Hoxha said. /CNA
