Serbia is once again facing accusations that suspected Russian operatives have trained citizens from Moldova on Serbian territory, with the aim of inciting "mass unrest" ahead of parliamentary elections held this weekend.
On September 22, Moldovan authorities said they had carried out 250 raids and arrested dozens of people as part of an investigation into a suspected plot "coordinated by the Russian Federation through criminal elements."
They said that most of the suspects were "trained" in Serbia.
So far, Serbia has neither denied nor accepted this claim.
Moldovan public policy and security expert from the WatchDog.MD institute, Andrei Curararu, told Radio Free Europe/Radio Liberty that "there is no reason to doubt" this investigation and its findings.
"The same training sessions are being repeated, only this time in Serbia, but we are talking about a similar organization and the involvement of people with similar backgrounds," he said.
This is the second time that Moldovan authorities have claimed that Serbia is "hosting" Moldovan citizens who, under the patronage of Russian structures, are allegedly being trained to incite unrest in Moldova.
The first time these claims were made was before the parliamentary elections and referendum in October 2024, when Bosnia and Herzegovina was also mentioned.
Security officials in Moldova said that Russian intelligence operatives trained Moldovan citizens in Serbia in protest tactics.
The investigation began in June, said Victor Furtuna, head of the Prosecutor's Office for Combating Organized Crime in Moldova.
Prosecutors found that a group of people, aged 19 to 45, who traveled to Serbia, were allegedly trained to break police cordons, resist law enforcement, use rubber batons, handcuffs and even firearms, in some cases.
For each training session, it is assumed that they received around 400 euros.
In total, 111 people are involved in this criminal case.
Passports, SIM cards, foreign bank cards and weapons were seized during the raids. Seventy-four people were taken into custody.
"Many people gave very detailed statements: about how they traveled to Serbia, about the trip organizers and about the instructors," Furtuna said.
Police Chief Viorel Cernau?eanu said some of the suspects were unaware of the true purpose of the trip. According to him, they were told it would be a pilgrimage and only later were they involved in “training for unrest and destabilization.”

“Ai dyshohet se ka planifikuar dhe organizuar aktivitetet subversive në territorin e Republikës së Moldavisë, të financuara nga Federata Ruse, duke përdorur rrjetin e grupit ‘Shor’ për të rekrutuar më shumë persona”, tha Musteata.
Sipas tij, Pavlov njihet për organizimin e disa aktiviteteve subversive në shtete të Bashkimit Evropian, Azisë dhe Afrikës.
Komisionarja për Zgjerim e BE-së, Marta Kos, deklaroi më 23 shtator se Komisioni Evropian është në dijeni për përpjekjet e Rusisë për të ndikuar në zgjedhjet parlamentare në Moldavi përmes blerjes së votave dhe metodave të tjera.
“Jemi në dijeni për këtë gjë dhe sa i përket këtij rasti të veçantë, jemi duke e shikuar: kush, kur dhe si ishte e mundur që kjo të ndodhte”, tha Kos në një intervistë për Radion Evropa e Lirë.
Marko Savkoviq nga Qendra për Çështje Ndërkombëtare dhe të Sigurisë,i tha Radios Evropa e Lirë se ai nuk pret që Qeveria serbe të përgjigjet ndaj pretendimeve të bëra nga autoritetet moldave.
“Aktualisht, sipas kushteve aktuale të konfrontimit mes Evropës dhe Rusisë, do të ishte shumë e rrezikshme që Serbia të shërbente si vend për këtë lloj trajnimi, dhe kjo duhet të merret shumë seriozisht”, tha ai.
“Megjithatë, duke parë raportimet në mediat proqeveritare, që ndjekin politikën shtetërore, nuk shoh se kjo çështje po merret seriozisht në Serbi”, shtoi ai.
Eksperti moldav për politika publike dhe siguri, Andrei Curararu, u pajtua.
“Dyshoj se autoritetet serbe do të ishin bashkëpunuese në nisjen e një hetimi, duke pasur parasysh qëndrimin e hapur prorus që Qeveria atje ka treguar”, theksoi ai.
Para zgjedhjeve dhe referendumit të mbajtur më 2024, u bënë publike detaje që tregonin ekzistencën e vendeve në Bosnje dhe Hercegovinë dhe Serbi ku të rinjtë ishin trajnuar nga individë të lidhur me grupet mercenare ruse, Ferma dhe Wagner.

Last month, oligarch Ilan Shor openly offered Moldovan citizens monthly payments of $3,000 in exchange for joining anti-government protests.
Moscow has consistently denied interfering in Moldova's internal affairs.
After Russia launched a full-scale invasion of Ukraine on February 24, 2022, Moldova applied for EU membership and received candidate country status the same year. The country opened accession negotiations last year.
