Employment in the public sector expanded further in 2025, but it appears that most of the growth came from management positions. According to INSTAT data, the total number of employees in the state reached 185,386 people, up from 182,430 a year earlier, with an increase of 2,956 employees or 1.6%.

The strongest growth was recorded in the category of “legislators, senior officials and managers”, which expanded by 18% in one year. In 2025, this category counted 24,244 employees, up from 20,532 in 2024. Compared to 2021, their number has increased by over 7,200 people, or 43%.

Meanwhile, specialists, who remain the largest group in the state administration, increased slightly to 77,465 people, from 75,817 in 2024. They account for about 42% of the total number of employees in the state sector.

In contrast, the category of technicians and assistant specialists fell by 7.3% in 2025, dropping to 32,773 employees. An even sharper decline was recorded by ordinary civil servants, whose number decreased to 11,465, from 13,286 the previous year. Compared to 2021, this category has shrunk by about 25%.

The data shows a shift in the state's employment structure towards management positions and more skilled occupations, while support and simple administrative roles are declining. At the same time, the number of workers increased to 39,439 in 2025, the highest level in the period 2021-2025.

The data shows that the state administration has become more “hierarchical”, with the number of leaders and managerial positions increasing in relation to support staff. This is seen in the strong growth of legislators, senior civil servants and managers (+18% in one year), while technicians and ordinary civil servants have decreased.

This shift is also coming as a result of the restructuring of the administration, where many technical or administrative tasks have been automated or transferred to digitalized services, duplicating simple jobs with managers.

However, as digitalization has progressed rapidly in all directions, this is coming at a greater cost to citizens, as the number of employees in the state sector, instead of being low, is increasing year by year.
