The winning party of the February parliamentary elections, the Vetevendosje Movement, is expected to reconfirm Albin Kurti as its candidate for prime minister of Kosovo this weekend, exactly one week after the Speaker of the Assembly, Dimal Basha, declared the constitution of the legislative body complete.

Former opposition parties disagree that the Assembly has been constituted, as the fifth and final Deputy Speaker of the Assembly from the non-majority Serb community has not yet been elected.

But, LVV insists that it must move forward with the formation of institutions, which is why it will hold a meeting of the party's General Council to elect a candidate for prime minister.

This was confirmed to Radio Free Europe by LVV spokesperson Arlind Manxhuka, who said that the meeting will be held on Sunday, September 7.

In this vote within the party, it is expected that its leader, the incumbent Prime Minister, Albin Kurti, will be reconfirmed as the prime minister-designate, whose name the LVV will then send to the country's president, Vjosa Osmani, to try to form the new government.

However, the situation in the Kosovo Assembly still remains blocked and it is not clear whether the President of Kosovo, Vjosa Osmani, will mandate the LVV candidate for prime minister in this situation.

The new Presidency of the Assembly failed to hold its first meeting, on September 1, due to lack of a quorum.

Basha told the media on Monday that he will invite the vice presidents to a consultative meeting, but nothing has been decided on this yet.

The Assembly did not respond to a request for comment on whether such a meeting is expected to be scheduled and what its format will be.

Regarding the constitution of the Assembly, which began on April 15, and was declared closed after more than five months, the Presidency of Kosovo said earlier this week that the legal team is analyzing this process.

However, the Presidency did not respond to Radio Free Europe on Thursday whether conclusions have been drawn on the process and whether it considers the Assembly to be constituted.

On this issue, President Osmani hosted meetings with the German Ambassador to Kosovo, Jorn Rohde, and the United Kingdom Ambassador, Jonathan Hargreaves.

Osmani said that, regarding the constitution of the country's institutions, he will act "in full compliance with the Constitution and the laws in force."

"As part of the discussions, the process of constituting institutions as a result of the February 9 elections was also discussed. On this occasion, President Osmani reaffirmed that her actions will always be in full compliance with the Constitution and laws, ensuring institutional stability and respect for the will of citizens," the statement said after the meeting with the British ambassador.

German Ambassador Rohde said after meeting with Osmani that he expressed concern about the ongoing political and institutional blockade, "as well as the recent public discourse that casts doubt on judicial decisions, as such developments risk undermining public trust in the independence and integrity of the judiciary."

British Ambassador Hargreaves said that he discussed with Osmani, among other things, "the urgent need for the next steps in the formation of the Assembly, in accordance with the Constitution of Kosovo."

The entire process of constituting the Assembly has been accompanied by criticism for legal violations and judgments from the Constitutional Court./ REL
