Canada proposes ban on social media for minors under 16

Canada has proposed a new bill that aims to restrict the use of social media by children and adolescents under the age of 16, following a similar approach to Australia.

However, unlike the Australian model, technology companies can be exempt from the ban if they prove they have put in place effective measures to protect minors from online harm.

The bill, known as the “Safe Social Media Act,” was introduced in the House of Commons by Culture Minister Marc Miller. It also includes new rules for artificial intelligence chatbots and measures to restrict content deemed harmful online.

Under the proposal, an independent regulator would be created to oversee implementation of the law and ensure that technology companies comply with new security standards.

Violations can be punished with fines of up to 10 million Canadian dollars or 3% of the company's global revenue.

The Canadian government argues that stronger measures are needed to protect children from harassment, exploitation and harmful influences online.

"We will take all reasonable measures to ensure that children are safe in this country," Miller declared.

However, the draft law has sparked debate. Freedom of expression organizations have warned that some provisions could lead to expanded censorship and limit the rights of internet users.

The initiative comes at a time when many countries are considering similar measures. The United Kingdom, France, New Zealand and Greece are discussing or implementing stricter rules on minors' access to social media.

Online safety experts believe that the Canadian approach could strike a balance between protecting children and the responsibility of technology companies, encouraging the latter to invest more in security and content control systems./ CNA
