Ceasefire talks/ Zelensky criticizes Russian preconditions

Ukrainian and American officials will meet in Saudi Arabia for talks on ending the war with Russia on Monday, March 24, according to Ukrainian President Volodymyr Zelensky.

The structure will include technical teams from both sides, initially to clarify the terms of an energy and infrastructure ceasefire, Zelensky told reporters at a news conference, saying he understood the meeting would be followed by a US diplomatic effort to close any gaps with Moscow.

He said Ukraine would present a list of facilities it considered civilian infrastructure that would be off-limits to avoid an approach that was at odds with what he hoped "the parties would agree" to next week.

However, Zelensky criticized Russian preconditions that the United States halt all military aid to Ukraine, including intelligence sharing, and that Ukraine be prohibited from mobilizing its forces within its territory, saying Moscow should stop unnecessary demands that only prolong the war.

He also complained that Russia had already achieved a major victory in taking the issue of Ukraine's NATO membership off the table.

"Unfortunately, we are not joining NATO. We really want to join. We believe that this would solve many problems, but the United States, as a key ally in NATO, does not support Ukraine in NATO. I believe that you cannot just give it to the Russians. I believe that it is a big gift that they are removing this topic from the negotiations. I just think it is not fair," Zelensky said.

Russia confirmed it will participate in separate talks with the United States in Riyadh on Monday, sending a group of expert negotiators led by Russian Senator Grigory Karasin and Sergey Beseda, an adviser to the head of Russia's intelligence agency, the Federal Security Service (FSB) .
