The decision comes into effect, from October 1st pensions will be indexed by

The government has approved the decision to index pensions by 2.5%. The increase will come into effect on October 1, 2025. A total of 721,398 pensioners will benefit from the indexation.

The number of pensioners receiving old-age pensions is 607,567, 65,926 receive disability pensions and 47,905 receive family pensions.

According to the decision published in the Official Gazette, indexation also benefits pensions that will be assigned from 1.10.2025 onwards, provided that the date of birth of the pension right is up to and including 30.9.2025.

The financial effects for the implementation of this decision are estimated at 1,140,000,000 lekë, which are covered by the fund for pension indexation policies, foreseen in the budget of the Social Security Institute for the year, which are allocated: a) 1,106,000,000 lekë (one billion and one hundred and six million) lekë, for covering benefit payments; b) 34,000,000 (thirty-four million) lekë, for the technical procedures for the implementation of this decision and for the payment of pension payment service commissions by the Albanian Post jsc and second-tier banks.

Full decision:

Indexation, at a rate of 2.5 percent, of:

a) pensions determined under laws no. 4171, dated 13.9.1966, “On social security in the People's Republic of Albania”, no. 4976, dated 29.6.1972, “On pensions of members of agricultural cooperatives in the People's Republic of Albania”, and no. 7703, dated 11.5.1993, “On social security in the Republic of Albania”, as amended;

b) social pensions, determined in accordance with Law No. 7703, dated 11.5.1993, “On Social Security in the Republic of Albania”, as amended;

c) the monthly supplement, obtained by decision no. 326, dated 21.6.1993, of the Council of Ministers, “On the criteria for the treatment of invalids of the war against the Nazi-fascist invaders of the Albanian people”;

ç) pensions determined by decree no. 758, dated 1.2.1994, of the President of the Republic, “On special protection of the military”;

d) the pension supplement, granted under Article 33 of Law No. 7703, dated 11.5.1993, “On Social Security in the Republic of Albania”, as amended;

dh) pension supplements, granted under articles 38, 39 and 48 of law no. 7703, dated 11.5.1993, “On social security in the Republic of Albania”, as amended, and article 24 of law no. 4171, dated 13.6.1966, “On social security in the People's Republic of Albania”;

e) pensions determined and recalculated by Law No. 10142, dated 15.5.2009, “On supplementary social security of members of the Armed Forces, employees of the State Police, the Guard of the Republic, the State Intelligence Service, the Prison Police, the Fire and Rescue Police and employees of the Internal Control Service in the Republic of Albania”, as amended, with the exception of pensions determined by Article 21 of this Law;

ë) special financial treatment of families of pilots, determined under laws no. 8455, dated 4.2.1999, “On a special treatment of families of pilots who lose their lives in the performance of their duties, during a flight”, as amended, and no. 9128, dated 29.7.2003, “On a special financial treatment of retired pilots”, as amended;

f) special financial treatments, determined according to Law No. 9361, dated 24.3.2005, “On a special financial treatment of retired personnel, officers and non-commissioned officers, submariners and divers of the naval forces”;

g) special financial treatment of mining workers, determined by law no. 8685, dated 9.11.2000, “On special treatment of employees who have worked in underground mines”, as amended; gj) old-age pensions of mining workers, determined by law no. 150/2014, “On pensions of employees who have worked in underground mines”;

h) special financial treatments, determined according to Law No. 9179, dated 29.1.2004, “On a special treatment of employees who have worked in certain military industry enterprises”, as amended;

i) supplementary pensions, determined according to Law No. 10139, dated 15.5.2009, “On supplementary state pensions for employees of universities, higher education institutions, the Center for Albanological Studies, the Academy of Sciences and all other public research institutions in the Republic of Albania, who hold scientific titles”;

j) supplementary pensions, determined according to Law No. 8097, dated 21.3.1996, “On supplementary state pensions for persons performing constitutional functions and state employees”, as amended;

k) the reward determined under Law No. 7874, dated 17.11.1994, “On the status of the veteran of the war against the Nazi-fascist invaders of the Albanian people”, as amended;

l) special state pensions, determined in accordance with Article 5 of Law No. 7703, dated 11.5.1993, “On social security in the Republic of Albania”, as amended; ll) benefits determined under Law No. 29/2019, “On supplementary financial treatment of employees who have worked in underground mines, employees of the oil and gas industry and employees who have worked in metallurgy”;

m) special financial treatments, according to articles 5/1/a and 5/1/b, of law no. 7703, dated 11.5.1993, “On social security in the Republic of Albania”, as amended;

n) financial treatment, according to letter “a”, point 1, article 10, of law no. 129/2021, “On the status of 'Children in the care of the Republic'”.

nj) the monthly supplement on the disability pension, as a disability benefit, according to decision no. 869, dated 18.6.2008, of the Council of Ministers, “On the implementation of law no. 7889, dated 14.12.1994, 'Status of the disabled', as amended”.

Indexation, according to the provisions of point 1 of this decision, also benefits pensions that will be assigned from 1.10.2025 onwards, provided that the date of birth of the pension right is up to and including 30.9.2025.

Full old-age pensions, full disability pensions, determined according to the provisions of Law No. 7703, dated 11.5.1993, “On Social Security in the Republic of Albania”, as amended, with the exception of pensions determined in accordance with the second paragraph of Article 96 of this Law, as well as old-age pensions of underground mining workers, determined by Law No. 150/2014, which have a start date of entitlement up to 31.12.2014, including this date, from 1.10.2025 onwards, shall not be less than 18,335 (eighteen thousand three hundred and thirty-five) lek per month and more than 36,670 (thirty-six thousand six hundred and seventy) lek per month.

Full old-age pensions, full disability pensions, determined in accordance with Law No. 4976, dated 29.6.1972, “On Pensions of Members of Agricultural Cooperatives in the People's Republic of Albania”, as well as according to the second paragraph, Article 96, of Law No. 7703, dated 11.5.1993, “On Social Security in the Republic of Albania”, as amended, with a starting date up to 31.12.2014, including this date, from 1.10.2025 onwards, will not be less than 12,554 (twelve thousand five hundred and fifty-four) lek per month, but not more than 18,335 (eighteen thousand three hundred and thirty-five) lek per month.

Early pensions, determined according to Law No. 10142, dated 15.5.2009, as amended, with a starting date from 1.10.2025 onwards, will not be less than 18,335 (eighteen thousand three hundred and thirty-five) lek per month.

Pension beneficiaries, according to laws no. 7703, dated 11.5.1993, “On social security in the Republic of Albania”, as amended, no. 4171, dated 13.9.1966, “On social security in the People's Republic of Albania”, no. 4976, dated 29.6.1972, “On pensions of members of agricultural cooperatives in the People's Republic of Albania”, as well as no. 150/2014, dated 6.11.2014, determined with the date of commencement of the pension until 31.12.2014, including this date, in addition to the indexed pension according to point 1 of this decision, will continue to benefit from compensations for minimum monthly income, to the extent and criteria determined in the decisions of the Council of Ministers no. 401, dated 21.6.2006, “On the compensation of monthly incomes of pensioners”; no. 763, dated 27.12.2006, “On the compensation of monthly incomes of pensioners”; no. 415, dated 27.4.2009, “On the increase of pensions”; no. 474, dated 30.6.2010, “On the increase of pensions”, and no. 17, dated 20.1.2007, “On the compensation of monthly incomes of rural pensioners”, to the extent that they have benefited up to 30.9.2025, including this date.

Compensation for minimum monthly income, in the amount and criteria set out in the decisions of the Council of Ministers no. 401, dated 21.6.2006, “On compensation of monthly income of pensioners”; no. 763, dated 27.12.2006, “On compensation of monthly income of pensioners”; no. 415, dated 27.4.2009, “On increasing pensions”; and no. 474, dated 30.6.2010, “On increasing pensions”, will also be received by those persons who will benefit from early pensions according to law no. 10142, dated 15.5.2009, with the date of birth of the right from 1.10.2025 onwards, provided that the amount of the early monthly pension plus income compensation is up to 19,985 (nineteen thousand nine hundred and eighty-five) lek per month.

Beneficiaries of pensions, according to letters “a”, “e”, “gj”, of point 1, of this decision, with a pension start date up to 31.12.2014, and beneficiaries of early pensions according to law no. 10142, dated 15.5.2009, in addition to the pension and compensations, according to the definitions in points 6 and 7, of this decision, will also receive compensations according to the measure and criteria defined in the decisions of the Council of Ministers no. 138, dated 31.3.1994, “On compensation for expenses from changes in the price of electricity and fuels”; no. 471, dated 15.7.1996, “On compensation from changes in the price of bread, kerosene and liquefied gas”.

Beneficiaries of family pension, in addition to the pension determined according to the provisions of Law No. 7703, dated 11.5.1993, “On Social Security in the Republic of Albania”, as amended, will also receive compensation for income and for price changes, according to the criteria set out in the decisions of the Council of Ministers; No. 763, dated 27.12.2006, “On compensation for monthly pension income”; No. 415, dated 27.4.2009, “On the increase of pensions”; No. 474, dated 30.6.2010, “On the increase of pensions”, No. 138, dated 31.3.1994, “On the compensation of expenses from the change in the price of electricity and fuels”; No. 471, dated 15.7.1996, "On compensation for changes in the price of bread, kerosene and liquefied gas", and the instructions for its implementation, provided that the pension that the breadwinner had or was entitled to was calculated according to the legal provisions in force until 31.12.2014.

The amount of the full social pension, starting from 1.10.2025 and onwards, will be 9 953 (nine thousand nine hundred and fifty-three) lekë. The basic amount of the pension, determined according to point 2, of article 32, of law no. 7703, date 11.5.1993, “On social security in the Republic of Albania”, as amended, for persons who complete the insurance period according to the provisions of article 92 of this law, starting from 1.10.2025 and onwards, will be 9 953 (nine thousand nine hundred and fifty-three) lekë.

The financial effects for the implementation of this decision are estimated at 1,140,000,000 (one billion one hundred and forty million) lekë, which are covered by the fund for pension indexation policies, foreseen in the budget of the Social Security Institute for the year, which are allocated: a) 1,106,000,000 lekë (one billion one hundred and six million) lekë, for covering benefit payments; b) 34,000,000 (thirty-four million) lekë, for the technical procedures for the implementation of this decision and for the payment of pension payment service commissions by the Albanian Post jsc and second-tier banks.
