CNA reported about a month ago that Tirana municipality officials use personalized, encrypted applications.

These applications were found on phones by BKH as part of SPAK's investigations, during checks made in the municipality and in the directors' residences.

The leader of the DP for Tirana, Belind Kelliçi, also spoke about these applications this evening.

The latter said in the show "The Unexposed" that the mayor Erion Veliaj has communications with the 5 directors of the 5 D company, which SPAK also has today. 

"During the campaign, I received information from within the Municipality of Tirana regarding a company that operated through 5 directors in the Municipality of Tirana, which at first I did not believe.

But, after the team that worked with me examined in detail the denunciation and the evidence, it turned out to be a corruption scheme set up in the Municipality, with the five directors, Mariglen Qato, Redi Molla, Taulant Tusha, Erion Rrapaj and Elton Kacidhja. Somewhere a sixth director also appears. They had set up a company where they had made their family shareholders, and in the institutions they managed, tenders were given to family members. With this money they built one of the most expensive hotels in Dhërmi. They are now building a second hotel. I denounced the construction of a 15 million euro hotel in Durrës.

From state employees with normal salaries, they ended up as shareholders of large hotels worth millions of euros. After we analyzed 29 tenders where they were holders, they gave the tenders to their family members. I filed a report in April, when I was a candidate for the Municipality.

I can also give you the answer that Veliaj gave in a media at that time and stated that it is defamation and I was sued in court for defamation and Mariglen Qato sued me for defamation, but it never came to court. 

What happened? I assisted SPAK with detailed materials, information, extracts. In the case of Mariglen Qatos, there was a sister-in-law, a brother... The whole family worked for this company. I didn't believe it either, but it turned out to be true.

What I have learned during the investigations, is that these for the first time have set up an encrypted application that communicated with the five, even with Erion Veliaj inside. It all started there. It's the level of sophistication we're talking about. The prosecution has gone into details and in this application that it found in one of the devices of a person who was arrested, they found communications about how tenders, money, orders were distributed. It's true.
