A scandal has been registered at the Municipal Police of Tirana.

The head of the Municipal Police, Ermal Kapllanaj, has pressured his subordinates and all police employees to make propaganda on social networks.

CNA has obtained several messages in the "WhatsApp" group of the Municipal Police, where Kapllanaj orders the employees to make as many "likes" as possible for an activity of the municipality.

Also, he asks employees to share statuses on their social networks and make as many positive comments as possible on police statuses. He gave this order to the police officers on Monday, April 15.

In fact, this order of Kapllanaj is totally contrary to the Law on the Municipal Police.

In Article 36 of this law, regarding political rights, it is stated that the Municipal Police employee must not publicly express his political beliefs or preferences during the exercise of his duties.

"Political rights

1. The Municipal Police is a depoliticized structure.

2. The Municipal Police employee cannot be a member of political parties.

3. The Municipal Police employee should not publicly express his political beliefs or preferences during the exercise of his duties", it is emphasized in article 36.

However, Kapllanaj does not ask about the law, but doing Maliq orders his subordinates to make political propaganda and break the law with him.

This case clearly shows the abuses and violations due to the power given to the post to support the mayor Erion Veliaj, who appointed Kapllanaj as the head of the municipal police./ CNA
