Both families had different property certificates, but they were together as a family. From the 2019 earthquake, her house came out with DS4 damage for collapse and the little boy's house for repair.

She said that she is already in a rented house, but she did not benefit from the reconstruction, as she and her son were in the same certificate.

The lady said that she had cancer and was operated on, so I don't know how long she can live. Her husband has passed away.

"I am in scandalous conditions. The problem is that at the time of the earthquake we were in a certificate. Me, the husband, sorry, and the little boy. Here is the whole problem. In November there was an earthquake, in December I was diagnosed with cancer. On January 17, 2020, I had an operation and I thought that I will go home to Turkey. They told me you are the first, you are the first. When the Turks left, I didn't get a house. It's been 1 year since my husband died and entered the house with the care of the house. I love the house because I bought it with sweat. I am today for tomorrow, I have an incurable disease", said the informant.  

"Stop" addressed the Municipality of Kurbini, where Nertila Toma, in charge of the reconstruction office, says that according to normative act no. 9, it is said that one family cannot benefit twice, and according to the Civil Status certificate filed, the place of residence at the time of the earthquake was at the house of the little boy, who went out for repairs.

The Kurbin municipality has sought legal space to help the lady and several other families with the same problem, but they have not received a solution.

"From the point of view of building management after the earthquake, in my opinion, there have been some consequences that stem from the inexperience of that period. Because of the panic, most of the buildings have been considered with a higher construction rate. The MIA issued for the rehabilitation of these buildings required the same security as for new buildings, which is almost impossible. Both of these criteria, i.e. an overestimation of damage and a demand for security has produced, in my opinion, a consequence of social management. Residents who have more square meters than the VKM allows for reconstruction, residents who have two houses or properties that have the nature of services and that were not insured before the earthquake today have lost them. In this view, a slightly more professional treatment should be seen as a matter of urgency because buildings can be repaired with almost the same or less economic value, but accepting a slightly lower level of security than new ones and the second is undoubtedly that in the vast majority of cases panic produced higher damage rates. There are still buildings and many residents still suffering the consequences of something that is somehow fictitious."said Markel Baballeku, civil engineer.

"Regarding the normative act number 9 that the government has approved for coping with the consequences of the natural disaster, in relation to this act, in my view, I express my reservations regarding the beneficiary entities, since from practice and what we have seen so far, we have seen that many families have been excluded, as you have treated the case of your show. As for the benefit that this should have had according to this act, it is worth emphasizing the fact that the case is quite the opposite of the legal definition. The families lived separately, but because of the certificate they were together and were excluded from the municipality. This is not right, this family will have to benefit, therefore I express my reservations regarding this normative act. Perhaps through your show we will have to make a call to the government to review it as it has been seen from practice that there have been families who have benefited while families who rightfully deserve compensation have been excluded. This was the purpose of the normative act to help Albanian families as much as possible and not to leave them in the middle of the road", Eridi Sherifi, jurist./tvklan
