November 9 elections/ SP sues the CEC

The Socialist Party has sued the Central Election Commission and the Regulatory Commission in the Administrative Court of Appeal.

The lawsuit was filed for the failure of the Regulatory Commission at the CEC to make a decision on the procedural deadlines related to the November 9 elections, the characteristics of the ballot paper, the use of electronic voter identification devices, and the use of recording cameras and monitors for displaying ballot papers at vote counting stations.

On 08.10.2025, at 09:00, at the premises of the Administrative Court of Appeal, at the address: Rr. "Ismail Qemali", Tirana, a draw will be made to determine the panel of the Judicial Electoral College, for the trial of Claim No. 32 Basic Register Date 07.10.2025 Registration, with:

PLAINTIFF: Socialist Party of Albania.

RESPONDENT: Central Election Commission, Regulatory Commission.

SUBJECT: Objection to the failure to make a decision by the Regulatory Commission at the CEC, regarding:

1. “Approval of several procedural deadlines related to the partial elections for Mayor in the Municipalities of Tirana, Berat, Tepelena, Cerrik, Mat and Vlora, dated November 9, 2025”;

2. “Approval of some technical characteristics of the ballot for the partial elections for Mayor in the Municipalities of Tirana, Berat, Tepelena, Cerrik, Mat and Vlora, dated November 9, 2025”;

3. “The use of electronic voter identification devices in the by-elections for Mayor in the Municipalities of Tirana, Berat, Tepelena, Cerrik, Mat and Vlora, dated November 9, 2025”;

4. “The use of recording cameras and monitors for the display of ballots at the Vote Counting Stations in the partial elections for Mayor in the Municipalities of Tirana, Berat, Tepelena, Cerrik, Mat and Vlora, dated November 9, 2025”; according to the draft decisions proposed by the State Election Commission at the meeting of the Regulatory Commission dated October 6, 20251.

LEGAL BASIS: Articles 26, 145, 152, 153, 155, 156, 158, point 1, letter “b”, of the Electoral Code of the Republic of Albania, as amended.
