The Special Court against Corruption and Organized Crime has sentenced former guard Zef Mali to prison this Tuesday.
Mali received a 1/3 reduction in his sentence, ultimately being sentenced to 1 year and 8 (eight) months in prison for the criminal offense of unlawful influence over public officials.
According to SPAK investigations, former guard Zef Mali requested and received 20 thousand euros to expedite the transfer to Albania of a citizen convicted in Turkey.

The Special Prosecution Office against Corruption and Organized Crime has submitted to the Court the request with the subject: “Trial of the criminal case pertaining to criminal proceedings no. 196, of 2025, against the defendants Zef Mali and Jemine Çoku”. 2. The trial of this case was conducted under the rules of summary trial. At the end of the trial, the Special Court of First Instance for Corruption and Organized Crime, with a panel composed of judges Bib Ndreca, Alma Kodraliu and Etleva Deda, with decision no. 39, dated 12.05.2026, decided:
1. The guilty plea of ??the defendant Zef Mali, for committing the criminal offense of "Exercising unlawful influence over persons exercising public functions", in collaboration provided for by article 245/1, paragraph 4 and 25 of the Criminal Code, and his sentence to 2 (two) years and 6 (six) months of imprisonment.
2. In application of Article 406/1 of the Code of Criminal Procedure, 1/3 of the sentence is reduced, with the defendant finally sentenced to 1 (one) year and 8 (eight) months of imprisonment.
3. In application of Articles 30/5 and 35 of the Criminal Code, the imposition of an additional sentence, the removal of the right for the defendant Zef Mali to exercise public functions, for a period of 5 (five) years.
4. The guilty plea of ??the defendant Jemine Çoku, for committing the criminal offense of "Exercising unlawful influence over persons exercising public functions", provided for by Article 245/1, second paragraph of the Criminal Code, and her sentence to 1 (one) year of imprisonment.
5. In application of Article 406/1 of the Code of Criminal Procedure, 1/3 of the sentence is reduced, with the defendant finally sentenced to 8 (eight) months of imprisonment.
6. In application of Article 52/a/1 of the Criminal Code, the Court orders the exemption from serving the sentence for the defendant Jemine Çoku.
7. Regarding the material evidence, based on Article 190 of the Code of Criminal Procedure, the Court orders that it remain for the account of the separate file.
8. Based on Article 224 of the Code of Criminal Procedure, the CD of the wiretaps and those of the mobile companies remain part of the judicial file.
9. The investigative and judicial expenses (according to the attached minutes) are jointly and severally charged to the defendants. 10. The parties may appeal against the decision to the Special Court of Appeal for Corruption and Organized Crime, within 15 days from the day after the decision is communicated./CNA
