Vacancy of Irfan Hysenbelliu's media buildings/MEKI: Public property cannot

The Ministry of Economy, Culture and Innovation issued a press release this Sunday regarding the release of the "Fokus Media News" buildings.

In today's statement, accompanied by an indicative registration map, the Ministry emphasizes the difference between the two contracts and the two much-discussed premises of the case.

Further, the Ministry adds that the party was officially notified earlier that the contract would be terminated due to unpaid obligations.

The ministry states that it is acting with full caution, as this is a case where public property is being used unfairly.

Following the public statement on state assets near the former Vehicle Spare Parts Factory, as well as the increased interest for information about the difference between the properties of Kayo Company sh.a. and property 10/304 claimed by Panaroma Group Company sh.a., the Ministry of Economy, Culture and Innovation (MEKI) makes the following clarification:

1. The property with cadastral number 10/304 (under the administration of Industrial Enterprise No. 1) is a separate, different matter and without any legal or factual connection with the assets transferred to the Kayo sh.a. company with Council of Ministers No. 158, dated 12.3.2025.

2. For property 10/304, with an area of 13,922 m2, the tenant has defaulted on its obligations since February 2017. According to the financial acts of the administrative file, the outstanding obligation invoiced until September 2021 amounts to 88,305,280 lekë (rent) and 2,562,310 lekë (delay interest). Since payments have not continued after this date, the obligations continue to increase and are currently estimated at over 2 million euros; the final amount will be formalized after the calculations are updated.

3. Since 2021, the party has been officially notified of the termination of the contract due to these unpaid obligations. However, instead of fulfilling the obligations and handing over the property, the entity has taken security measures and lawsuits with the aim of preventing the execution of the obligations of the contract, continuing to use a public asset for years without compensation. This behavior is unfair and illegal, violating the principle of equal treatment and placing an unfair burden on taxpayers, as well as on employees who are responsible before the law for the pursuit, monitoring and compliance with contracts.

MEKI acts with institutional care and full respect for freedom of the media and expression. But these rights cannot be used as a justification or as a mechanism to unjustly enjoy public property and avoid paying contractual obligations. The equal treatment of all economic entities, including the media, is a fundamental principle: it is unfair to any similar activity that pays taxes and rent on time, for some others to benefit from public contracts awarded in good faith without paying and respecting obligations.

MEKI will continue procedural verifications and will undertake administrative and legal measures according to the applicable framework to implement mandatory financial management obligations and guarantee the effective administration of the state assets in question and the full collection of obligations in the interest of citizens and taxpayers. /CNA
