Report on abuses in Tirana Municipality/ Brother of Veliaj's director

Lawyer Adriana Kalaja has given a statement to the media from the Special Court, where she announced that she had appeared in response to a report filed against the mayor of Tirana, Erion Veliaj, the former general legal director of the municipality, Alban Dokushi, and the bailiff, Besnik Dokushi.

Kalaja stated that Besnik Dokushi is the brother of the former legal director of the municipality and he has benefited from the vast majority of the execution cases, the value of which amounts to 6.8 million euros.

According to her, this value is very high compared to all other offices that have executed a value of only 500 thousand euros. The lawyer announced that the session scheduled for today has been postponed to May 19, at her request.

"This is a criminal report that we have filed with SPAK. The subjects of this report were Erion Veliaj, in his capacity as mayor of Tirana, Alban Dokushi, the former general legal director of this municipality, and bailiff Besnik Dokushi, Alban Dokushi's brother. We had found that over 90% of the executions of court decisions and problems of the Tirana Municipality went through the office of Alban Dokushi's brother, an amount that amounted to 6.8 million euros. SPAK had sent this case for lack of competence to the Tirana Prosecutor's Office, while the latter decided to dismiss the case.

We reported this to the Tirana Court of First Instance, where the judge transferred the case to the GJKKO for jurisdiction. Today I requested the postponement of this hearing because it seemed strange to me that in the hearing notice I did not have any information about the subject of the complaint or the number of the criminal proceedings. This case should not be dismissed, but should be investigated, because the main part of the criminal offenses in this case is the mayor of Tirana, Erion Veliaj. It is absurd that all the bailiff offices have executed an amount of 500 thousand euros, while Alban Dokushi's brother is executing an amount of 6.8 million euros.
