CNA recently conducted an investigation, revealing USAID funding for people wanted by SPAK.

This happened during the time when the US ambassador to Albania was Donald Lu.

USAID conducted a training that lasted 5 years, thanks to the JuST (Strengthening the Justice Sector in Albania) program.

Among the people funded by USAID were those wanted by the justice system.

Endrit Habilaj

Endrit Habilaj was one of the trained people who later took over the management of "Top News" on behalf of Mirel Mërtiri and one of the main people who attacked SPAK and the prosecutors of this institution for the criminal interests of the non-existent Tirana incinerator.

This is also confirmed by an announcement made public on September 19, 2015 by Ambassador Donald Lu on the official website of the US Embassy in Tirana.

The latter was declared wanted by SPAK in July 2024 along with several other people for the affair at the Tirana incinerator. ( Read here )

SPAK stated that Habilaj and the incinerators' men acted in collaboration in the special form of a structured criminal group .

"After conducting investigations and analyzing evidence, on 29.06.2024, the Special Prosecution Office addressed the Special Court of First Instance for Corruption and Organized Crime, with the request for the imposition of a security measure against 8 citizens (Albanian and foreign), who are suspected of committing the criminal offenses "Fraud", with serious consequences, "Laundering of the proceeds of a criminal offense or criminal activity", committed in special cooperation within the framework of a structured criminal group, "Structured criminal group", "Commitment of criminal offenses by a criminal organization and a structured criminal group", provided for by articles 143/3, 287 letters "a" and "b", 28/4, 333/a and 334 of the Criminal Code. The Special Court of First Instance for Corruption and Organized Crime, with decision no. 69, dated 12.07.2024, has imposed the security measure "arrest in prison" on eight citizens with the initials DY, GC, DT, ML, MD, ID, EH and RN.

"At the head of the structured criminal group are citizens KZ and MM, against whom a precautionary measure of "prison arrest" was previously imposed," the Special Prosecution Office announced on July 16, 2024.

Habilaj was one of Mirel Mërtiri's main people in Tirana, the media conductor of the so-called "brain" of the incinerators by SPAK. ( Read here )

Endrit Habilaj is also one of the people who worked at "Top Channel" and "Top News", he is the man who left this institution saying that Vjollca Hoxha was fining businessmen and then returned by Mirel Mërtiri to fight with SPAK . ( Read here )

He ended up part of the Tirana incinerator's structured criminal group and has been declared an international wanted person./ CNA
