One of the facts highlighted in SPAK's announcement was the inflation of the waste fee of 29 euros/ton for waste.

The municipality of Tirana and other municipalities of the Tirana district pay 29 euros/ton of waste, while the incinerator does not exist.

These revenues, which are not included, negatively affect the state budget, since if they were calculated, then the value of the fee that the Local Government Units would have to pay would be lower. The Commission for Granting the Concession did not include the income that the concessionaire company would receive from third parties for the deposit of inert waste, causing damage to the state budget. If the income that the concessionaire company would receive from third parties had been calculated, as an income item in the feasibility study, then the part of the coverage that would be carried out by the state would have been reduced", says the announcement of SPAK .

KLSH declared that since 2018 a fee of 29 euros/ton of urban waste has been paid for the incineration of waste for a service not yet completed, since the incinerator has not yet been completed.

"Currently, the price paid, 29 euros/ton, is not the real price of the service performed, as this fee also includes the incineration of waste, a process that has not been carried out until today," the report stated.

"The lack of written consent of other municipalities of the Tirana District, except for the Municipality of Tirana, provokes financial costs for these municipalities in the future, the non-inclusion of which on this argument will lead to a lack of effectiveness for the realization of the Tirana Incinerator project" , the report underlined.
