In recent days, a scandal has erupted regarding the financing of the Tirana-Elbasan road, which has had three segments. The first of which has been Sauk-Tunel, and the third segment, Tunnel-Elbasan.

CNA.al has been able to provide official data from the General Directorate of Roads. The data show that from 2013 onwards, during the time when the ministry was headed by Edmond Haxhinasto, 21 changes were made to the project.

According to official data, it turns out that the construction contracts are of the FIDIC type and in principle unchanged, after they were tendered and this contract was signed. For the first segment of the Tirana-Elbasan road, 14 changes have been made.

As for the third segment, seven changes have been made, thus increasing the cost of road construction to a value of 80 million euros, or about 95 million dollars. They have been these changes that subsequently led to disputes and enabling the?Aktor? company to go to arbitration and win a sum of 44 million euros.

So, about 80 million euros additional costs after 21 changes, mainly proposed by the ?Actor? company, and all after the coming to power of the Renaissance, and Minister of Transport Edmond Haxhinasto.

Road costs, official data

The Tirana-Elbasan road, according to official data provided by National Road Authority, has cost about 450 million dollars. Of which about 14 million dollars, or 12 million euros, has been the value of one kilometer, for 29 kilometers of total road of this project, from Tirana to Elbasan.

The tunnel has cost about $ 105 million. The first segment of the road, the Sauk Tunnel, cost about $ 220 million for 12 kilometers. We emphasize that this segment has not yet been taken over by the Albanian government. And the value of one kilometer in this segment goes to nearly $ 17.2 million.
