Discipline/ Permanent expulsion and severe penalties, Tirana's transfer

The Disciplinary Committee of the Albanian Football Association has published its decisions on recent events in Albanian football.

Tirana has been sentenced to a transfer ban for 3 registration periods due to unpaid debts.

Elbasani receives positive news, as Insa Boye benefits from the conversion of the penalty and becomes available for the team. In the Superiore, Egnatia, Elbasani and Flamurtari have been fined for improper behavior of fans, with amounts ranging from 50,000 to 300,000 lekë.

Meanwhile, Iliria player Brajan Selmani has been suspended for 15 matches. The most serious decision is for Jerli Jatellari of Rinia EL U-19, who has been permanently banned from football.

In the Second Category, Eagle Football president Andi Matraxhiu has been suspended for 6 months, while the club has been fined 500,000 lek.

Also, some teams have been punished with a 3-0 loss on the table for abandoning matches.

DECISIONS:

KF Egnatia, for improper behavior of spectators, violating the basic rules of good behavior and using offensive chants, based on article 17/2/e of the KDE, is punished with a fine of 200,000 (two hundred thousand) lek.

AF Elbasani, for the misconduct of spectators, using offensive chants repeatedly and offensive banners, based on articles 17/2/e and 33 of the KDE, is fined 300,000 (three hundred thousand) lek.

FK Partizani official, Amarildo Dajlani, for protesting against the decisions of the match officials, based on article 14/1/c of ??the KDE, is sentenced to 2 (two) matches suspension from activities.

Flamurtari FC, for improper behavior of spectators, lighting flares and other pyrotechnic devices, based on article 17/2/b of the KDE, is fined 50,000 (fifty thousand) lekë.

KF Iliria player Brajan Selmani, for attacking match officials, based on article 14/1/l of the KDE, is sentenced to 15 (fifteen) match suspension from activities.

KF Iliria official, Mario Bytyçi, for unsportsmanlike behavior towards match officials, based on article 14/1/j of the KDE, is sentenced to 4 (four) matches of suspension from activities.

AF Luftëtari, for improper behavior of spectators, throwing objects on the playing field and endangering the safety of participants in the sports activity, based on article 17/2/b of the KDE, is punished with a fine of 200,000 (two hundred thousand) lekë. In application of article 76/1/a of the KDE, the fine is applied at the rate of 50%.

AF Luftëtari player, Rei Zaimi, for unsportsmanlike behavior towards players and officials of the opposing team, based on article 14/1/b of the KDE, is sentenced to 3 (three) matches of suspension from activity.

FC Besa official, Romeo Bishdili, for provocation of spectators, based on article 14/1/f of the KDE, is sentenced to 2 (two) matches suspension from activities.

Lojtari i FC Besa, Chinwendu Godswill Chukunonso, për sjellje fyese dhe provokim të spektatorëve, në bazë të neneve 13/2 dhe 14/1/f të KDE, dënohet me 4 (katër) ndeshje pezullim nga veprimtaritë.

Eagle Football, për mosrespektimin e detyrimeve dhe përgjegjësive dhe rregulloreve të aktivitetit duke shkaktuar ndërprerjen e përkohshme të ndeshjes, në bazë të neneve 8/1, 13/1, 16/1 dhe 77 të KDE, dënohet me gjobë në masën 500.000 (pesëqind mijë) lekë. Në zbatim të nenit 76/1/b të KDE, gjoba aplikohet në masën 20%.

Eagle Football, në bazë të nenit 6/1/a të KDE, paralajmërohet se, në rast përsëritjeje të vonesave apo ndërprerjes së ndeshjes, do të jetë subjekt i masave disiplinore më të rënda, të parashikuara nga Kodi i Disiplinës dhe Etikës.

Zyrtari i Eagle Football, Andi Matraxhiu, për kërcënim të zyrtarëve të ndeshjes dhe për shkelje të parimeve të fair-play, duke mos respektuar ligjet e lojës dhe vepruar në kundërshtim me integritetin dhe reputacionin e aktivitetit, për shkak të tërheqjes së ekipit nga loja si dhe për mosrespektim të vendimit nr. 31, datë 03.03.2026, në bazë të neneve 6/2/a, 8/1 dhe 13 dhe 14/1/k të KDE, dënohet me 6 (gjashtë) muaj pezullim nga të gjitha veprimtaritë e organizuara nga FSHF.
Kohës së re të dënimit i shtohet periudha e pashlyer e dënimit të mëparshëm të vendimit nr. 31, datë 03.03.2026.

Rrëzimin e kërkesës së KF Maliqi, për shpalljen e ndeshjes të fituar në tavolinë, si të pabazuar në Kodin e Disiplinës dhe Etikës.

Zyrtari i KF Shkumbini, Mishel Hasbajrami, për sjellje të dhunshme ndaj zyrtarëve të ndeshjes, në bazë të nenit 14/1/h të KDE dënohet me 8 (tetë) ndeshje pezullim nga aktiviteti.

Zyrtari i KF Shkumbini, Marsel Sula, për sjellje të dhunshme ndaj zyrtarëve të ndeshjes, në bazë të nenit 14/1/h të KDE dënohet me 8 (tetë) ndeshje pezullim nga aktiviteti.

Lojtari i KF Naftëtari, Renis Agalliu, për sjellje josportive ndaj zyrtarëve të ndeshjes, në bazë të nenit 14/1/j të KDE, dënohet me 4 (katër) ndeshje pezullim nga veprimtaritë.

Atletik Shkodra Vajza, për braktisjen e ndeshjes së vlefshme të Kampionatit të Vajzave, kundër KF Teuta Vajza, në bazë të nenit 16/1 të KDE, dënohet me gjobë në masën 100.000 (njëqind mijë) lekë dhe humbet ndeshjen në tavolinë me rezultatin 3-0. Sipas nenit 76/1/d të KDE, gjoba të aplikohet në masën 5%.

KF Shkodra, për braktisjen e ndeshjes së vlefshme të Kampionatit Kombëtar të Kategorisë së Tretë, kundër KF Bulqiza, në bazë të nenit 16/1 të KDE, dënohet me gjobë në masën 100.000 (njëqind mijë) lekë dhe humbet ndeshjen në tavolinë me rezultatin 3-0. Sipas nenit 76/1/e të KDE, gjoba të aplikohet në masën 3%.

T-Kamza, për braktisjen e ndeshjes së vlefshme të Kampionatit Kombëtar të Kategorisë së Tretë, kundër Vllaznia B, në bazë të nenit 16/1 të KDE, dënohet me gjobë në masën 100.000 (njëqind mijë) lekë dhe humbet ndeshjen në tavolinë me rezultatin 3-0. Sipas nenit 76/1/e të KDE, gjoba të aplikohet në masën 3%.

KF Laçi U-17 player, Arlind Nezha, for unsportsmanlike behavior towards opposing players, based on article 14/1/b of the KDE, is sentenced to 2 (two) matches of suspension from activity.

Shkëndija Tirana U-17 player, Enes Sulollari, for unsportsmanlike behavior towards opposing players, based on article 14/1/b of the KDE, is sentenced to 2 (two) matches of suspension from activity.

Rinia EL U-19, for the violence exercised against the match official, leading to the interruption of the match between Rinia EL U-19 against FC Besa U-19, based on articles 6/3/j, 8/1, 16/1 and 17/1 of the KDE, is punished with a fine of 300,000 (three hundred thousand) lekë and loses the match on the table with the score 3-0. According to article 76/1/e of the KDE, the fine shall be applied at the rate of 3%.

The player of Rinia EL U-19, Jerli Jatellari, for assault and violence against the match official, causing the interruption of the match between Rinia EL U-19 and FC Besa U-19, based on articles 3/d, 6/2/c, 13, 14/1/l, 32, 59 and 77 of the KDE, is permanently excluded from all football activities organized by the Albanian Football Association.

Shkëndija Tirana U-19, for failure to fulfill obligations and responsibilities by causing the abandonment of the valid match of the First Category U-19, against FC Lushnja U-19, based on article 16/1 of the KDE, is fined 100,000 (one hundred thousand) lekë and loses the match on the table with the score 3-0. According to article 76/1/e of the KDE, the fine shall be applied at the rate of 3%.

FC Albanet U-14, for failure to fulfill its obligations and responsibilities by causing the abandonment of the valid match of the First Category U-14, against FC Kinostudio U-14, based on article 16/1 of the KDE, is punished with a fine of 100,000 (one hundred thousand) lek and loses the match on the table with the score 3-0. According to article 76/1/e of the KDE, the fine shall be applied at the rate of 3%.

Acceptance of the request of the applicant FK Apolonia. FK Kukësi, for failure to execute decision no. 01, dated 13.01.2026 of the National Chamber for Dispute Resolution, based on article 29/1/b of the KDE, is given a notice period of 30 (thirty) days to execute the decision.

KF Tirana, for failure to execute decision no. 10, dated 28.07.2025 of the National Dispute Resolution Chamber, based on article 29/1/c of ??the KDE, is prohibited from registering new players for 3 (three) registration periods until the full payment of the obligation.

Acceptance of the request of AF Elbasani player, Insa Boye, for the conversion of the remaining part of the sentence, based on article 75 of the Code of Discipline and Ethics.

An appeal against the decision is allowed within 3 (three) days before the Appeals Committee.
