"The formal product is not enough, but the content"/

The next session of the Special Parliamentary Committee for Administrative-Territorial Reform is being held this Wednesday.

Today's meeting was not without fierce debates between the majority and the opposition. The main point of contention was the deadline for completing the work on this reform, which was previously stated to be able to be submitted to the Assembly in the last plenary session of July.

In his speech, the co-chair of the Commission, Arbjan Mazniku, stated that the time available and the work done by the expert groups are sufficient so that, after discussions, the preparation so far can be passed next week in the Assembly.

"The deadlines are there and the Albanian Parliament has said that we have 9 months to do this work. The experts have been hired and a contract has been signed for them. My systematic request has been to hear the experts today. Their groups have proposed reports. Based on the debate with each other, let's see if we will go to the plenary session on the 23rd with a request. Initially, we need a debate on the essence and if we agree", said Mazniku.

On the other hand, the other co-chair of the Commission, Luciano Boçi, requested that the deadline be seen as a formal element, since as he emphasized, the substantive side of the reform has greater weight.

"You cannot take the microphone with the right to be a co-chair. And since there is a counter-response, a reform has both content and deadlines. The deadline is the formal element of the content. There cannot be a product on the formal side. It cannot be concluded because time runs out. We have many cases where the deadlines are managed by the commission. They can change due to political conditions. I am not putting the weight on you or us. We have had this debate from the beginning," said Boçi ./CNA
