One of the most prominent American presidents, who will be remembered in history mainly for two things, the affair with Monika Lewinsky and the humanitarian war that liberated Kosovo, left Tirana amid general enthusiasm. The officials who were in the front rows of the ceremony are curing their swollen hands from the applause, the curious who went to see it up close, as is done with football stars or pop stars, are confessing their impressions, while those who were at the dinner closely, alongside Clinton, are enjoying their new social status.  

But, beyond these elements related to the spectacle of politics, it is important to understand the purpose and message of this private visit. Since it was an event sponsored and organized by Alex Soros, it cannot have been a routine coincidence. It is also unlikely that the Open Society Foundation wanted to give a symbolic gift, on the 59th anniversary of his birth, to one of his best and most diligent clients. Knowing that Bill Clinton's speeches cost no less than half a million dollars, this would be a disproportionate care, for a date that was not even an anniversary.

The only political comment and the only attitude worth debating from what the former 42nd American president said in Tirana was the paragraph he articulated about Kosovo. If analyzed and deciphered word for word, it was undoubtedly a blow to the policy pursued by the current Prime Minister of Kosovo, Albin Kurti. In Clinton's speech, the word "mistake" was mentioned for the election of four Albanian mayors in municipalities with a Serbian majority, it was called that this "stupidity" should be stopped and it was emphasized that the Slavic-Orthodox minority in Kosovo needs a decent government. 

At first glance, except for two or three epithets that bombarded the headlines of the local press, the former president did not make any substantive remarks. Even the Kosovo authorities admit that the elections in the north, accepted in advance by the USA and the EU, are a temporary solution. They also have no doubt that the local Serbs should have the maximum rights guaranteed by one of the most open constitutions in this regard. They also know that creating tensions (it doesn't matter who instigates them) does not serve great compromises. 

So, if you look at the essence, Bill Clinton did not make any substantial criticism of the followed policy, he was simply recruited to lobby to exert a dose of pressure, in the general atmosphere of pressure being exerted on Albin Kurti. 

In this light, it must be admitted that the Soros Foundation's move was efficient and brilliant. To add to the chorus of lobbyists the voice of the president who ordered the bombing of Serbia to free the people of Kosovo is a "coup de maitre".

However, the question we must ask today, after Clinton's departure from Tirana, is not how many personalities or how many institutions are attached to this assembly, but what Albin Kurti is being asked to release.

Neither the four mayors nor the new elections in the north are in question. The game is bigger. In the West, there seems to be a general consensus to pamper the Vucic regime, wanting to separate it from the alliance with the Kremlin. And in this context, Kosovo risks being sacrificed. Thus, the agreement of the end of March, reached in Brussels and its road map defined in Ohrid, are being reduced to only an ultimatum addressed to Albin Kurti: accept the Association of municipalities with a Serbian majority. The promises of an agreement, where one point cannot condition the other, and the declaration that no article of the agreement has priority over another have been forgotten. Vucic's declarations that he will implement only those points that interest Serbia have been ignored. The philosophy of negotiations is evolving in one direction: 

The Soros Foundation and Edi Rama have long been engaged in this game, for which today there is a wider international consensus than ever before. Beyond the conspiratorial clichés with secret, traitorous or sold interests, in their realpolitik optics, the idea has always been that this region is reconciled, making concessions to Serbia. This is exactly why both Rama and Soros have unreservedly supported projects launched in Belgrade. They first joined the idea of ??changing the borders and dividing Kosovo, then mini Schengen or Open Balkan, just as they have become partisans of the association today, finding a draft solution for it. 

Albin Kurti belongs to a different political school and philosophy, which is also very strong in Zagreb, Sarajevo or Podgorica. He thinks that the more Serbia's appetite opens up, the more dangerous its neighbors are. 

These two mindsets are prevailing today, determining the debates about the dialogue between Kosovo and Serbia. Unfortunately, at the moment, it must be admitted that the obsession that defends Tirana and not the one that Prishtina seeks, is gaining more popularity in the west. 

And in this context, the landing of the former American president in Tirana should also be seen. His visit was sponsored and organized by those who believe that the good goals of harmony and coexistence are achieved through concessions to be made to Belgrade. This is their right. But despite the fact that the weight of the epithets he used at the door of the prime minister's office, the man who once ordered the liberation of Kosovo, still weighs on our ears, clear and not lazy minds should also raise the doubt: what was their purpose. And in order to reach the right conclusions, we cannot be satisfied by asking the question of which personality is putting pressure on Albin Kurti, but with what purpose he is doing this.
