The President of Kosovo, Vjosa Osmani, said on Friday that holding new elections in the northern municipalities has nothing to do with a referendum.

The holding of new elections in the north is part of the agreement reached between Kosovo and the European Union, reached on July 10, for the extension of the situation in the northern area.

Tensions have increased there since the end of May, as local Serbs have opposed the entry of new Albanian mayors into the northern municipalities - Zveçan, Leposaviq and Zubin Potok.

They did not accept the presidents, although they boycotted the elections.

Osmani said that there are two possibilities for holding new elections: for the mayors to resign or for the citizens of these municipalities to request through a petition that the procedure for removing the mayors be started.

"The initiative to remove mayors is already foreseen by law, so there is a law that recognizes the citizens of all municipalities the right to remove a mayor through a vote through a petition and then a re-vote. So it's not a referendum, it's called the category of removing the president through the re-voting process".

A week ago, the Minister of Local Government Administration, Elbert Krasniqi, said that early elections can be held if 20 percent of voters in a municipality sign a petition for the removal of the mayor of that municipality.

This petition, according to Krasniqi, would be sent to the Central Electoral Commission (CEC), which would verify it, and then launch a referendum on whether the president should be dismissed.

Osmani said that it is currently expected that all technical issues will be defined through an administrative instruction and that a working group, created for this work, will do its work.

"As soon as the legal basis is created, the citizens of these municipalities will be able to submit the petition. This petition must come from the voting body, from the registered voters".

The international community has asked Kosovo to organize these elections to reduce tensions./ REL
