The Vetëvendosje Movement said it has secured the votes to form a new government after the June 7 elections and that it will seek consensus with other parties to elect the president, a process that failed months ago and led the country to early elections.
"As for the Government, we have the necessary votes. Therefore, immediately after the constitution of the Assembly, without wasting time, we must continue with the procedure for voting on the Government, while within the constitutional deadlines we will also engage in reaching a consensus on the election of the president," the former head of the Vetëvendosje Parliamentary Group, Arbërie Nagavci, told Radio Free Europe.
The LVV of the incumbent Prime Minister, Albin Kurti, is the winner of the June 7 snap elections with 47.13 percent of the vote or 53 mandates in the 120-seat Assembly.
A simple majority of 61 votes is required to elect a Government - so the LVV could form an executive with the support of non-Serb minority parties - which have also supported the current executive.
However, for the president, participation in the first two rounds of voting of at least 80 deputies is required. Disagreements over the election of the president led to early elections on June 7.
According to Nagavci, LVV will "do everything" within its mandate to achieve the necessary votes to elect a new president.
"Therefore, it is necessary that the deputies, who have gained the trust of the citizens, be at the level of responsibility and elect the president, in order to overcome the blockade we are in, avoid another election, and continue work with full competences in all institutions," said Nagavci.
Kosovo has had an acting president since April, when Vjosa Osmani's five-year constitutional term ended. In the meantime, parties are awaiting the certification of the results to begin consultations on the formation of new institutions.
Currently, the Supreme Court is handling several appeals and has until Tuesday to review them, while the Central Election Commission is awaiting its decisions before proceeding with the certification of the results.
Speaking about these meetings between parties, Nagavci emphasizes that the party leader, Albin Kurti, will lead this process and will conduct them "with the aim of finding the best solution to overcome the situation."
But political scientist Dritëro Arifi interprets this stance as a sign that the LVV is not ready for a broad political compromise.
"Mendoj se nëse shkohet me këtë logjikën ku nuk ka asnjë negociatë mbi ndërtimin e diçkaje pozitive, rezultati do të jetë pak a shumë siç ka qenë vitin e kaluar. Pra, deklarata e Nagavcit është sinjali se ata nuk janë të gatshëm të bashkëqeverisin vetëm ta zgjedhin një president çfarëdo qoftë ai ose ajo. Pra i bie nën urdhrat e LVV-së", thotë Arifi.
LVV-ja kërkon që vendi të ketë një president konsensual dhe muaj më parë propozoi edhe dy figura nga shoqëria civile, Feride Rushitin dhe Hatixhe Hoxha. Por, për shkak të mosarritjes së një marrëveshjeje me partitë opozitare, kandidaturat e LVV-së për president nuk arritën të merrnin votat e nevojshme.
Lidhur me përpjekjet për zgjedhjen e presidentit, Arifi thotë se deklarata e Nagavcit është "pa logjikë, pa përmbajtje, është puro politikë populliste", teksa thekson se parti të ndryshme kanë dalë me kushte të caktuara për bashkëpunim me LVV-në e Kurtit.
Radio Evropa e Lirë u ka dërguar pyetje Partisë Demokratike të Kosovës (PDK), Lidhjes Demokratike të Kosovës (LDK) dhe Aleancës për Ardhmërinë e Kosovës (AAK) lidhur me konsultimet për formimin e institucioneve, por deri në publikimin e këtij artikulli nuk ka marrë përgjigje.
Kreu i PDK-së, Bedri Hamza, një ditë pas zgjedhjeve deklaroi se fuqia e dytë më e madhe politike është e hapur për bisedime me të gjitha partitë, pa përjashtuar as LVV-në.
“Mendoj se për të pasur institucione shpejt dhe të qëndrueshme, duhet të ketë marrëveshje politike qysh tash, ende pa filluar konstituimi i Kuvendit, formimi i Qeverisë dhe pastaj zgjedhja e presidentit”, tha ai.
Ditë më parë, ai tha se para se të flitet për bashkëpunim të mundshëm qeverisës janë një sërë temash, sikurse pagat dhe pensionet, kapacitetet energjetike, gazi amerikan, anëtarësimi i Kosovës në Bashkimin Evropian, që do të duhen të trajtohen me partinë fituese.
Nga LDK-ja – e cila në zgjedhje garoi me Vjosa Osmanin si kandidate për presidente – janë vendosur disa parakushte për një marrëveshje për krijimin e institucioneve të reja.
Kreu i kësaj partie, Lumir Abdixhiku, në një intervistë dhënë së voni për Klan Kosovën, tha se orientimi strategjik, përfshirë gazin amerikan “janë parakushti i ekzistencës politike” të LDK-së.
Ai tha se duhet të flitet për projekte e parime qeverisëse si dhe për orientimin e Kosovës në katër vjetët e ardhshëm dhe më pas të mund të flitet për pozita.
Abdixhiku tha se për partinë e tij, që të merret vesh për presidentin, jetike mbetet që fillimisht të merren vesh për orientimin që do të ketë shteti.
“Para se të merremi vesh për presidentin, duhet të merremi vesh për orientimin e Kosovës, për politikat strategjike të sigurisë, për politikat zhvillimore dhe natyrën se si e zhvillojmë demokracinë në Kosovë”, tha ai.
Ndërkaq, Aleanca ka paraqitur gjashtë kushte në këmbim të mbështetjes për krijimin e institucioneve të reja.

"Understanding the logic of how this government has operated, Mr. Kurti will not take any of those conditions as a basis because it would then be interference in co-government. These people do not want co-government, they only want to agree on the president," says political scientist Arifi, commenting on the conditions presented by the opposition parties.
According to him, "there is no normal opposition party that would give blank support to the president without a transformation and change in governing policies."
The incumbent government is facing calls from the US Embassy, ??opposition parties, and chambers of commerce to become part of regional liquefied natural gas (LNG) network initiatives, supported by the US.
However, so far, the executive has not given any signals that they are willing to become part of these initiatives, while the acting Minister of Economy, Artane Rizvanolli, and the acting Prime Minister, Albin Kurti, have mentioned the idea of ??gasifying domestic coal.
Political scientist Dritëro Arifi says that the issue of American gas should be one of the parties' conditions for creating institutions, because "only Kosovo is remaining outside this great US project. This should be one of the important points, but not the only one."
According to him, if the opposition parties vote for the president and even if hypothetically the LVV agrees to reconsider the idea of ??American gas, "you have no constitutional, legal guarantees that they will keep their word. In these six years, it has not kept any promise before or after coming to power."
If the parties fail to agree on a president, the country risks going to the polls again. They would be the fourth since February 2025.
According to Arifi, there is no climate or effort to build a positive climate for the country to emerge from this blockade.
According to the final results, the Democratic Party of Kosovo (PDK) won 19.44 percent, or 22 seats in the June 7 elections; the Democratic League of Kosovo (LDK) won 16.69 percent, or 18 seats; and the Alliance for the Future of Kosovo (AAK) – which recently decided to use only the name Alliance – won 6.74 percent, or seven seats. /REL
