For the first time, fiscal prices will also be applied to villages for the sale and purchase of buildings/apartments in the country.
Monitor reveals the highest reference prices that will be applied in rural areas, which coincide with the front line of construction in coastal areas.
According to tables and digital maps, the highest reference prices for the village are led by the first line of construction in Lalzit Bay and Hamallaj at a value of 190 thousand lek per square meter.
Then, the highest reference prices are proposed for the first line of construction in the villages of Himara, such as Dhërmi and Palasë, with a reference value of 140 thousand lekë/m2. In the village of Vuno, the reference price will be 100 thousand lekë and in Livadh 81 thousand lekë/m2.
In Saranda, the most expensive village will be Ksamili, the reference prices will be 100 thousand lekë/m2. In Vlora, the reference prices for the coastline of the villages of Radhimë and Orikum will be 90 thousand lekë/m2, which also constitute the most expensive rural areas of the Vlora municipality. In Velipoja, the reference price will be 75 thousand lekë per square meter and in Tale of Lezha 70 thousand lekë per square meter.
On the basis of the reference prices, municipalities calculate the liability for the building tax and the infrastructure impact tax. If currently the reference prices are used to calculate the taxable base of these taxes, which is the value of the property, for rural areas in their absence, the city price was used but reduced by 35%. With the new proposed changes, municipalities will no longer have the right to reduce the reference prices for rural areas, but will be forced to implement the new prices that the government proposes. The amended draft decision is expected to be approved by the government.
With the inclusion of rural areas in the reference price map, the number of cadastral zones in the entire country reaches 176. Currently, the districts are divided into 65 cadastral zones. These prices have also been revised up to 196%.
The working group that drafted the reference prices explained to Monitor that many rural areas, mainly coastal ones, will be divided into several cadastral zones. This practice has so far only been used for Tirana, which is divided into 32 cadastral zones.
It was proposed in July 2025 that urban areas in districts be divided into several cadastral zones, from 65, their number reaching 116.
The government has revised the published draft decision of the Public Consultations and proposes a division into several cadastral zones, including for villages. Specifically, the first line of some villages in coastal areas will have a reference price many times higher than the area in the interior of the village. While in general, all villages (except those in tourist areas) are proposed fiscal prices equal to the current prices that are in force for the districts.
All changes with digital maps and tables completed by the working group have been sent to the Council of Ministers for approval.
The new fiscal prices revised in July 2025 for the districts were expected to enter into force on January 1, 2026. With the recent revisions to the reference prices, the government is expected to approve a new division of them, now a map with 176 cadastral zones, including villages for the first time.
Leading the coastline for the villages of Gjiri i Lalzit and Hamallaj, reference prices reach 190 thousand lek/m2

In the tourist areas, the villages with the highest reference prices will be Gjiri i Lalzit and Hamallaj. For the first coastline of these areas, a reference price of 190 thousand lek per square meter has been proposed, which according to the maps coincides with cadastral zone no. 4 for the municipality of Durres. In the areas behind the first coastline for Gjiri i Lalzit and Hamallaj, the reference prices will be 90 thousand lek per square meter (proposed as cadastral zone no. 7, immediately after the first coastline, has a reference price of 90 thousand lek per square meter.
For rural areas, a reference price of 67,500 lek per square meter has been proposed, the same as the current reference price for the city of Durrës. This reference price that the government has proposed for the rural area of ??Durrës also includes the area behind the coastline and the area of ??Lalzi or Hamallaj.
While the reference price for the first coastline in Golem will be 75 thousand lek.
According to the Tables, specifically this price will include: Cities: Sukth, Manëz; Villages: Hamallaj, Kullë, Perlat, Vadardhë, Rushkull, Hidrovori, Likmetaj, Kërtushaj, Kapidanaj, Gjuricaj, Lalëz, Kuraten, Bizë, Draç, Shetaj, Katundi i Ri, Jubë, Qerret, Flakë, BishtKamëz, Rinia, Erzen, Sukth, Adriatik, Rrashbull, Arapaj, Shënavlash, Shkallnur, Manskuri, Romanat, Bozanxhije, Xhafzotaj, Armath, Borç, Hamallaj, Kameras, Radë, Shkallë, Fshat Manëz.
In Himara, for the villages of Dhërmi and Palasë, the reference price will be 140 thousand lekë/m2; In the village of Vuno 100 thousand lekë and in Livadh 81 thousand lekë/m2

In cadastral zone 1 of Himara, which includes the first coastline of the villages of Dhërmi and Palasë, one of the most sought-after coastlines in the south, a reference price of 140 thousand lekë per square meter has been proposed.
In cadastral zone 2 of Himara, where referring to the digital map, it includes the interior part of the village of Dhërmi, the residential area of ??the village of Palasë, i.e. behind the coastline, the part of the first sea line of the village of Vuno, and the suburban area of ??the city of Himara. The reference price for this cadastral zone will be 100 thousand lekë per square meter.
Referring to the maps, cadastral zone 3, which includes Himara city, the villages of Potam and Livavadh, the proposed price will be 81 thousand lek per square meter.
In Saranda, the most expensive village will be Ksamil, the reference prices will be 100 thousand lek/m2

The coastal part of the Ksamil islands, including the first coastline of Saranda (such as the promenade area, the port, and the neighborhoods directly on the sea) are included in cadastral zone no. 1 with a reference price of 100 thousand lek per square meter.
Villages: Gjashtë, Metoq, Çukë, Shelegar, Ksamil (this includes the area behind the coastline) the reference price will be 56,000 per square meter, equal to the current price for the city of Saranda.
In Vlora, the reference prices for the coastline of the villages of Radhimë and Orikum will be 90 thousand lekë/m2
For the Municipality of Vlora, the villages with the highest prices will be Radhima and Orikumi. For the coastline of Radhima and Orikumi, the reference prices for the sale and purchase of buildings will be 90 thousand lek per square meter.
The rural area of ??Vlora, i.e. behind the coastline including the villages: Dukat, Dukat Fshat, Tragjas, Radhimë, Bestrovë, Babicë e Madhe, Babicë e Vogël, Hoshtime, Kaninë, Kërkovë, Nartë, Sherishtë, Panaja, Xhyherinë, Zvërnec, Sazan, Novoselë, Aliban, Bishan, Mifol, Poro, Dëllenjë, Delisuf, Trevllazër, Cerkovinë, Skrofotinë, Fitore, Akërni, Shushicë, Bunavi, Beshisht, Grabian, Drithas, Mekat, Llakatund, Çeprat, Risili will have a reference price of 61,800 lekë per square meter. This is the current reference price for the city of Vlora.
In the North of the country, Velipoja leads, the reference price for the coastline reaches 75 thousand lek/m2


After the south, for the coastal areas of Northern Albania the highest reference price is proposed for Velipoja. The coastline of the village of Velipoja will have a reference price of 75 thousand lekë/m2. For the areas behind the coastline of Velipoja, the price of rural areas will be 58 thousand per square meter, which is currently the reference price for the city of Shkodra.
While in the villages of Tale, Lezha and Shëngjin, the reference price will be 70 thousand lekë per square meter./ Monitor
