Finally, the majority, through the Committee for Economy and Finance, unblocked the reporting process of the Supreme State Audit.

Finally, the "Shalsi" Commission put on the agenda the approval of the draft resolution "on the Activity of the SSC during the year 2023 and the recommendations for the year 2024".

What is funny to begin with is the review (the recommendations have not yet been approved in the Plenary Session), in mid-October 2024, of the recommendations for the year 2024.

If Shalsi & Co, of the Economy Commission, manage to approve the recommendations within October, they should better call those recommendations "for the period November-December 2024", rather than "for the year 2024".

The battle against KLSH was started by Chief Shalsi in coordination with Fatmir Xhafajn.

It is no coincidence that Erion Braçe's role in the discussion session of the draft resolution for the SSC is not accidental.

The law by which the KLSH operates was drafted with the protagonism of Erjon Brace. The transparency of the SAA and the method of approving audit plans, audit groups, etc., from the first day of application of the law until today, are the same.

In 15 years, the Assembly has not had any problems with the transparency of the KLSH.

Here we can add the fact that the evaluation of the transparency of the public administration bodies is not done by the Assembly, but by the relevant State Commissioner who oversees the right to information.

Even the Assembly itself is evaluated by that institution for the level of transparency.

In this sense, Shalsi, Bracja and Fatmir Xhafaj cannot make evaluations mainly , but they should have referred to the evaluations of the Commissioner who has the legal duty to evaluate the level of transparency. ( Read here )

Apparently, the pressure has paid off, so now the administrators of the majority have invented this recommendation of the need for transparency to get out of the false battle against the KLSH.

At the end of the session, a vote was taken on the changes proposed by the chairman of the commission, Eduart Shalsi, strongly supported by Erion Braçe.

According to the draft resolution approved by Shalsi-Braçe, the SAA must make transparent the duration, plan and group of the audit.

The majority in this draft resolution believes that it can set limits and criteria in the way public institutions will be controlled.

But this is probably impossible. KLSH is a constitutional institution and its limits and criteria originate from the Constitution, its own organic law and the principles of public auditing, which are European standards, not Shalso-Bra?jane.  ( Read here )

Even among the deputies of the SP, it was not possible to understand what was being sought with this request for transparency!

Pranvera Resulaj, for example, deputy of the SP said: " We have noticed that the audits, auditors, periods are public on the official website. What should be published from the start because I am not very clear? "

Brace's attempt to "explain" the recommendation must not have left the deserted spring very clear.

Erion Braçe: " What we are asking is for him to appoint them himself, to do them himself, but to make them transparent. For a certain audit, there should be a certain process. It cannot simply be my personal will, that I will assign Erioni Frroku and Albani .
