CNA is uncovering other details that show how Ajola Xoxa has circulated her money and properties using her family members.

Valmir Xoxa, who bought Ajola Xoxa's car for 23 thousand euros, turns out to be homeless. This is according to an application he made to the Municipality of Tirana for a soft loan, which he requested to benefit from as a homeless person.

According to data provided in the SPAK file, Valmir Xoxa benefited from a soft loan of around 40 million lek provided by Mayor Erion Veliaj, as a homeless person when he bought Ajola's father's car.

We're not getting into the conflict of interest here. Valmiri was homeless because he bought cars for 23 thousand euros and then sold them for 11 thousand euros.

Applying for a loan is something normal, he has benefited from it, but SPAK prosecutors during the investigation found that Valmiri gave 140 thousand euros when he received a loan as a homeless person to buy land.  Valmiri gives these 140 thousand euros on behalf of Ajola Xoxa and Valbona Xoxa, her mother.

So, the man who receives a soft loan for housing from the Municipality of Tirana gives a bag of money to Ajola Xoxa to buy land.

SPAK was also able to uncover various communications about how the land located near the Red School began to be developed, and to have contacts with other building citizens.

In fact, today the building is nearing completion, but Ajola has once again made a move with her cousin. She has withdrawn by giving up and transferring the land, the ownership of which was purchased with the money paid in cash by Valmiri, and ownership passes to the latter.

So, although he would receive apartments, he would receive the tax percentage on the building that was built, perhaps due to SPAK's investigations, it is withdrawn and everything goes to Valmir.

"The declarant provides very important information for the proceeding body, while stating that he has purchased for approximately 140,000 euros the taxable share of the ownership of citizens Ajola Xoxa and Valbona Xoxa (the heir of Arben Xoxa) in two villas and the land above them, in an area located near the "Tirana Red School".

According to the declarant, he would enter the third floor of one of the villas. After purchasing these adjoining parts, the declarant states that these two buildings were demolished and the surface of the land was given for construction to a construction company, which supposedly obtained a construction permit from the Municipality of Tirana. In this way, with the sale of these adjoining parts, citizens Ajola Xoxa and Valbona Xoxa exit their co-ownership of the land and lose any right to subsequently benefit from the construction of the palace, "says the investigative file provided by CNA.

"According to the proceeding body in the summary of the statements above, the useful data related to the investigation consists of information about the construction of a building, on the land where citizen Ajola Xoxa was once a co-owner. The latter, together with her mother Valbona Xoxa, currently appears to no longer have a share in the building that is expected to be completed, as they have sold their co-ownership of the land to citizen Valmir Xoxa," the file further states.

So, the homeless person who receives a soft loan pays 140 thousand euros in cash for the purchase of land in favor of Ajola Xoxa and her mother.

So everything seems to be totally fictitious.

Citizen Valmir Xoxa was asked about this money. Where did he find these 140 thousand euros? What was their source? Why did he give it to Ajola? Later, he himself became the owner of those properties.

He told SPAK prosecutors that he obtained these 140 thousand euros from his work in the brass band in the municipality of Tirana and from the work done over the past few years.

"Also, this citizen is employed in the Tirana Municipality brass band, where he is paid 20,000 lek per month," Valmir Xoxa declared.

But his statement is enough, emphasizing that when asked where he kept it, where he placed this money all these years, where he secured it, where he hid it, as a way of taking care of it, Valmir Xoxa said that he kept the money in two pillows and, together with his wife, walked with these two pillows during the 2019 earthquake.

So, Valmir Xoxa, a member of a brass band, Ajola Xoxa's first cousin, would buy his uncle's old car for three times the market price, then sell it for half the price, then get 140 thousand euros from the land to give to Ajola to buy land, then Ajola would return it to him and retire while Ajola would benefit from apartments.

So, the 140 thousand euros in percentage that he would receive after developing the property were hundreds of thousands more, maybe millions in value, since out of the 140 thousand euros he would receive several apartments as a taxable share, but in the end, when everything was ready, Ajola withdrew and passed it on to Valmir.

The palace is completed or is nearing completion and prosecutors have everything clear in their hands.

These are a small part of the evidence obtained by SPAK with the money allegedly kept in pillows and sold during the earthquake with properties being bought and sold by putting them in the names of other people with funds paid in cash and their source is unknown in any case.

All of this is proven and is found on pages 258,259, 260 that SPAK and prosecutors Dumani and Olsi Dado have taken to the GJKKO to obtain the decision of Judge Erion Bani to put Erion Veliaj and businessman Elman Abule behind bars, with an obligation to appear for Ajola Xoxa and four other businessmen./ CNA
