CNA's denunciation is proven by SPAK/ Co-owner of Xoxa's rent-free

SPAK has proven the denunciation of CNA regarding the rent-free facility that Ajola Xoxa received from Gentian Sula and the latter was awarded tenders by the Municipality of Tirana and Erion Veliaj.

"Also, within the framework of preliminary investigations, the Municipality of Tirana proceeded with the examination/receipt of public procurement practices belonging to several commercial entities, which resulted in having financed NGOs and natural persons effectively controlled by the citizen Ajola Xoxa. This does not include the public contracts obtained by the companies of the citizen Gentian Sula, mentioned above.

70.1. Specifically, by decision of the prosecutor dated 23.12.2024, the examination/receipt of documents at the municipal institution was proceeded with, from the search in the records/registers of the archive protocol of which the procurement procedures were evidenced as follows:

1. Contract No. 4271 Prot., dated 31.01.2023, 'Re-optimization and standardization of work processes of the structure of the institution of the Municipality of Tirana', (Contractor 'Noa Control' sh.pk & 'Management Systems Certification Doo' sh.pk), with a total contract value excluding VAT of 60,500,000 (sixty million five hundred thousand) lek. On the part of the Municipality of Tirana, with expenditure order no. 3753 dated 28.08.2023, signed by the Mayor of Tirana, Erion Veliaj, the amount of 33,000,000 lek was transferred to 'Noa Control' sh.pk. With expenditure order no. 479 dated 27.02.2024, signed by the Mayor of Tirana, Erion Veliaj, were transferred to 'Noa Control' sh.pk, the amount of 10,890,000 lek. With spending order no. 6473 dated 29.12.2023, signed by the Mayor of Tirana, Erion Veliaj, were transferred to 'Noa Control' sh.pk, the amount of 800,000 lek. With spending order no. 6471 dated 29.12.2023, signed by the Mayor of Tirana, Erion Veliaj, were transferred to 'Noa Control' sh.pk, the amount of 25,410,000 lek. With spending order no. 480, "it is stated in the decision of the GJKKO, disclosed by CNA.
