The schemes used by Ajola Xoxa for money laundering, injecting cash through NGOs or her family members, have been discovered by SPAK and the GJKKO has assessed the investigations, facts and evidence found as correct.

CNA is bringing details from a very flagrant case that it finds in the decision made public by Judge Erion Bani following the request of prosecutors Olsi Dado and Altin Dumani.

A flagrant case related to Ajola Xoxa's family.

According to the leaked court decision, on page 93, you find a name, Valmir Xoxa, who is actually the son of Ajola Xoxa's uncle.

According to data provided by prosecutors, Ajola's father, Arben Xoxa, in 2016 purchased a 2010 car worth 7,000 euros.

“AA813NF (AB910HZ). Mercedes Benz E220 CDI, Black, year of manufacture 2010, Diesel. With contract No. 1538 Rep., and No. 983 Col., dated 08.02.2016, Arben Xoxa purchased the vehicle for the amount of 7,000 (seven thousand euros), from the seller Arnest Behar Laze. This vehicle, according to the certificate for the issuance of the legal inheritance certificate (1257 rep., no. 505 col., "Decision for the issuance of the legal inheritance", 18 March 2019 Notary Mimoza Sadushaj), has passed into the ownership of Valbona Xoxa and Ajola Xoxa. With contract No. 1359 Rep., and No. 688 Col., dated 14.04.2022, Valbona Xoxa and Ajola Xoxa sold the vehicle to the buyers Valmir Agron Xoxa and Ardita Fatmir Meni. It turns out that citizens Valbona Xoxa and Ajola Xoxa sold this vehicle for a price of 23,000 (twenty-three thousand) Euros, to the latter's cousin, citizen Valmir Xoxa. The parties have agreed that the sale price will be transferred to Valbona ????'s account at Intesa San Paolo Bank, with IBAN: AL71208110080000048298635102. With contract No. 3942 Rep., and No. 1826 Col.. Valmir Xoxa and Ardita Meni themselves sold the vehicle to citizen Tosun Ramis Qelasi, for a price of 11,500 Euros, "it is stated in the investigations conducted by SPAK.

According to data provided by SPAK, after Ajola's father, Arben Xoxa, passed away in 2019, three years later, in 2022, this vehicle purchased 6 years earlier for only 7,000 euros was sold to Valmir Xoxa for 23,000 euros. So, a car 6 years later is sold 3.2 times more expensive, around 23,000 euros, and the fact is that the money was deposited in cash into the bank account of citizen Valbona Xoxa, Ajola Xoxa's mother.

In fact, citizen Valmir Xoxa does not appear to have had such a large amount of money in the bank or declared money at the time of the purchase of the vehicle, as he is simply a musician with a very modest income who was later employed in the ensemble and the payments he has in communications with Ajola Xoxa are worth 250 thousand old lek or 500 thousand old lek for various services performed by him.

But it's not so much a scheme that sells the father's old car for three times more and the money is paid in cash into the bank account.

Valmir Xoxa, after 11 months, sells the car for 11 thousand euros, half the price he bought it for.

Questioned at SPAK by prosecutor Olsi Dado, Valmir Xoxa said that he bought the car so expensively for sentimental reasons.

"When asked about the purchase of the W 220 vehicle, from 2010, initially purchased by citizen Arben Xoxa for the price of 7,000 euros, and then sold to Valmir Xoxa by Ajola and Valbona Xoxa, for the price of 23,000 euros in 2022, the declarant stated that he had set the price himself, for sentimental reasons but also for the fact that the vehicle was in very good condition, calling it a "super vehicle". The declarant states that he used this vehicle for 2 years before buying it and its technical condition was very good.

Although he purchased the vehicle for 23,000 euros, the declarant states that Ajola Xoxa wanted to sell it below the current price of the property, but he insisted on buying it at the above price.

When asked about the method of liquidating the vehicle, in bank form or cash, the declarant replied that he did not remember. While regarding the source of these incomes, the declarant replied that they were also his savings. Also, the declarant states that the purchase of the vehicle was made on time after receiving the soft loan from the Municipality of Tirana.

Asked later about the sale of the vehicle (it turns out that it was sold only about 6 months later by citizen Valmir Xoxa), the declarant replied that he did not remember when he had sold it, but the "super vehicle" had a defect in the engine due to its state of disuse (he had previously stated that he had used it for about 2 years before buying it). The declarant states that the sale price was about 11,000 euros (i.e., less than half of the purchase price). In this regard, the declarant states that the reasons that had led him to buy the vehicle at such a price had faded due to financial problems (from 2020 to 2022 the declarant states that he had cash savings of about 160,000 euros), but also because the vehicle had a defect and he wanted to keep at least half of the money he had bought it with," the prosecutor's office records state.

But someone who buys a vehicle for sentimental reasons doesn't sell it after 6 months. That's what happened with Valmir.

The person who buys the vehicle for 11 thousand euros sometime around 2024 after buying it from Valmir sells it again for 23 million lek to re-deliver a large value and hide the first action.

So, a 2010 car is purchased for 7,000 in 2016, sold for 23,000 euros in 2022, sold after 6 months for 11,000 euros, and sold again for 23 million lek in 2024.

These concrete facts and actions are an introductory part of the request of prosecutors Altin Dumani and Ols Dado.
