AKSH tenders/ The scheme of how businessman Gerond Meçe benefited from

Businessman Gerond Meçe is one of the key figures in the SPAK file on suspicions about the "secret" tenders of the National Agency for the Information Society (AKSHI). 

Some new details published by the show "Inside Story" shed light on the activities of Meça, owner of the company 'Advanced Business Solutions', which turned out to have become dominant in this institution's tenders.

Referring to the document of the Public Procurement Agency, dated April 1, 2026, the ABS company was announced the winner of the tender with the subject: "For the construction of the Internal Process Management Information System for the General Directorate of Prisons, institutions subordinate to the Penitentiary Institution and the receiving infrastructure".

The winning bid was 221,249,535 lekë, while the procedure was opened on May 28, 2025. It remained blocked for almost 10 months after Meçe's complaint.

In the end, the KPP accepted the complaint and returned the businessman to the race, who now had a free run.

From the tender documents, it is striking that none of the 5 competing companies have submitted any economic bids, raising suspicions of a fictitious tender./ CNA
