Who filled the prisons with detainees?

A report by the European Commission has concerned politicians and senior justice leaders regarding the number of detainees in the country. According to the report, the prisons are full, but the question arises: who filled them?

SPAK has only 3.35% of detainees, we emphasized according to official figures, which means that out of 1,000 people, only 33.5 people are detainees who are held at the request of SPAK and by court decision, because the court keeps you in prison, not SPAK.

Prisons are full, not because of SPAK. Prisons are full because of actions, requests, and decisions taken by prosecutors of general jurisdiction.

It is the General Prosecutor's Office and the district prosecutor's offices, which have filled the prisons with their requests to the courts. They have filled the prisons with Albanians who are in detention because they have a hashish cigarette in their pocket; with Albanians who are in detention because they are repairing the roof of their house without a permit; with Albanians who are in detention because they have taken a cart full of wood from the forest; with Albanians who are in detention because they are repairing their yard; with Albanians who are in detention because they have not had money to pay for electricity; with Albanians who are in detention because they have connected the water pipe to feed themselves or to water the few vegetables for the children.

Albanians who have filled the prisons full of practices carried out by the State Police. Yes, it is the State Police that deals with a thousand and one stupid things a day and fills up files full of them and takes them to the prosecutor's office and you only have to look at the quality of these reports and their importance to see how many detainees Albania has today.

Who overcrowds prisons?

Without any discussion, the State Police and the Prosecutor's Office of General Jurisdiction abide by the decisions issued by the court.

Why did Sokol Sadushi remember today to feel angry and "throw up" for detention, after the prime minister appealed? Without forgetting that Edi Rama's complaints and appeals for detention come from the same prime minister who called judges and told them "Why did you let this guy out of prison who stole the energy or had stolen the energy or that other guy who had connected a water pipe?"

Meanwhile, the attitude towards corrupt officials is now changing, and we have Sadushi. When the thieves of power are caught red-handed, we have the problem of detention, when the citizens came in, there was nothing.

Even though the prisons are filled to the brim with miserable Albanians, with troublemakers, with daily problems that can be overcome without any discussion, without detention or disciplinary measures, or with alternative punishments. We catch and put in prison those we find on the street. You don't have a spacesuit, in prison!

The prisons are not full because of SPAK. The General Jurisdiction Prosecutor's Office and the State Police have filled the prisons, not SPAK. This is the fact.

Now, a campaign has begun to change the unified decision on pre-trial detention, not to solve the problems of citizens but to keep the attack on SPAK. Until yesterday, when hundreds of thousands of Albanians were filling prisons for nothing, no one was concerned about pre-trial detention.

Now that Erion Veliaj, who has had a full file in court for seven months, is in detention, we are concerned about the detention, they should be prosecuted in a free state or with mild measures, because they cost the state.

If they don't pay the state one, five or ten officials who are arrested at the request of SPAK and a court decision. They are the ones who stole, it is saved by keeping them in prison because they will not steal.

The state is paying thousands of ordinary Albanians who, for one reason or another, are taken and held in prison for nothing. Because of the voluminous practices that the police seek to carry out and the bandit behavior of the Prosecutor's Office of General Jurisdiction, which is in fact the biggest failure of the justice reform./ CNA
