The National Bureau of Investigation has opened the competition for the position of deputy director.

In the announcement made, BKH says that documentation for applicants must be submitted by January 22, 2026.

Some of the criteria that candidates must meet are that they have no disciplinary measures, be active investigators at the BKH, and have at least 3 years of experience in investigating corruption.

ANNOUNCEMENT FOR THE POSITION OF DEPUTY DIRECTOR, IN THE NATIONAL BUREAU OF INVESTIGATION

In accordance with Article 31 and Article 36 of Law No. 95/2016 “On the organization and functioning of institutions to combat corruption and organized crime”, as amended, the National Bureau of Investigation announces the procedures for the selection of the position:

Deputy Director, at the National Bureau of Investigation – Category 80% of G 3.

The above position is offered to National Bureau of Investigation Investigators.

Deadline for submitting documents: Until 22.01.2026

JOB DESCRIPTION FOR THE POSITION:

a. The Deputy Director is responsible for the functioning of the Judicial Police Services of the National Bureau of Investigation;

b. The Deputy Director is responsible for the continued functioning of the National Bureau of Investigation during any absence of the Director of the NBI;

c. The Deputy Director is an investigator of the National Bureau of Investigation;

d. The Deputy Director reports to the Director of the National Bureau of Investigation;

e. The Deputy Director is responsible for managing, organizing, managing human resources, and drafting work policies for the Judicial Police Services, composed of Judicial Police officers, the State Police, and other relevant institutions, which are under his administrative direction.

f. Assists the Director of the National Bureau of Investigation on matters related to the functioning of the NBI;

g. Organizes, directs and controls the activities of employees according to their area of ??responsibility, guided by the spirit of cooperation, trust and mutual respect;

h. Plans and coordinates the work to draft the necessary procedures for fulfilling responsibilities;

i. Conducts various studies and analyses with the aim of improving the normative acts that regulate the work of the Judicial Police services, in the BKH;

j. Plans personnel checks according to area of ??responsibility;

k. Plans the needs for professional training of personnel according to the area of ??responsibility;

l. Determines the requirements for the material and technical base for creating conditions for the implementation of tasks and objectives;

m. When ascertaining or receiving information about violations committed by subordinates, initiates disciplinary proceedings, according to the disciplinary regulation, and takes measures to prevent the consequences of these violations;

q. Harton informacione e ndjek korrespondenca për çështje që lidhen me veprimtarinë e Shërbimeve të Policisë Gjyqësore;

r. Harton Memo informuese për Drejtorin e BKH-së lidhur me problemet që lindin gjatë procesit të punës.

Kandidatët duhet të plotësojnë kriteret si vijon:

a. Të jenë hetues në Byronë Kombëtare të Hetimit;

b. Të mos kenë masë disiplinore në fuqi;

c. Të kenë të paktën vlerësimin e fundit “mirë” apo “shume mirë” (të vërtetuar me formularin e vlerësimit individual të punës);

d. Të ketë të paktën 3 vjet eksperiencë pune në hetimin e veprave penale të korrupsionit, krimit të organizuar apo krimeve të rënda, si dhe duhet të ketë treguar aftësi drejtuese;

e. Të ketë integritet të lartë;

f. Të ketë njohuri në fushën e menaxhimit dhe planifikimit organizativ, menaxhimit të burimeve njerëzore, etj;

g. Të ketë aftësi shumë të mira në komunikim, punën në grup, ndërveprim dhe në marrëdhëniet ndërinstitucionale;

h. Të ketë njohuri shumë të mira në të folur dhe të shkruar të gjuhës angleze, (element që do të merret në konsideratë gjatë procesit të vlerësimit).

1.2 DOKUMENTACIONI, MËNYRA DHE AFATI I DORËZIMIT

Kandidatët që do aplikojnë për Zëvendësdrejtor në Byronë Kombëtare të Hetimit duhet të plotësojnë dhe dorëzojnë dokumentet si më poshtë:

b. Një platformë mbi kuptimin e funksionit të Zëvendësdrejtorit, rolit në fushën e menaxhimit, menaxhimit të burimeve njerëzore, komunikimit, punës në grup, ndërveprimit dhe marrëdhënieve ndërinstitucionale ;

d. Vlerësimin e fundit nga eprori direkt;

e. Çdo dokumentacion tjetër që vërteton trajnimet, kualifikimet, arsimim shtesë, vlerësimet pozitive apo të tjera të përmendura në jetëshkrimin tuaj.

f. Certifikatë mbi njohurit e gjuhës angleze.

Dokumentet duhet të dorëzohen fizikisht në Drejtorinë e Burimeve Njerëzore, në Byronë Kombëtare të Hetimit deri në datën 22.01.2026.

1.3 MËNYRA E VLERËSIMIT TË KANDIDATËVE

a. Përzgjedhja do të bëhet nga Drejtuesi i Prokurorisë së Posaçme dhe Drejtori i Byrosë Kombëtare të Hetimit.

b. Për secilin kandidat krijohet dosje e cila përmban të gjitha dokumentet e prezantuara nga kandidati. Drejtoria e Burimeve Njerëzore dhe Dokumentacionit janë përgjegjës për formimin dhe mbajtjen e dosjes ku sigurojnë kompletimin dhe përditësimin e saj deri në momentin e përmbylljes përfundimtare të procesit të përzgjedhjes së zëvendësdrejtorit.

c. The evaluation of the selection of the candidate for Deputy Director is carried out through verification of the documentation submitted by the candidate, fulfillment of the criteria, data from the Special Prosecutors (work and performance evaluation) and direct superiors, provision of data on eventual disciplinary measures, in accordance with the legislation in force.

The candidate who meets the criteria and is selected will be officially notified by the Human Resources and Documentation Directorate at BKH.

Candidates who do not meet the criteria will be notified individually by the Human Resources Department, at BKH, via e-mail address.
