KED meeting held/ Constitution completed, rapporteurs appointed for vacant

The constitutive meeting of the Judicial Appointments Council was held this Wednesday.

At the beginning of the KED meeting, the Judicial Appointments Council was established, with Ilir Panda from the Supreme Court as chairman and eight members.

Subsequently, the council carried out electronic lottery procedures for the appointment of rapporteur members for the vacant positions, which are currently under review by the KED.

Announcement:

The Judicial Appointments Council (JAC) 2026, with the presence of members, substitute members, the Ombudsman and entities invited according to the law, held its first meeting on January 14, 2026, at the premises of the Supreme Court, which, according to Article 219 of Law No. 115/2016, is also the headquarters of the Judicial Appointments Council.

The KED, with its new composition, selected by lot by the institution of the President of the Republic, to exercise its constitutional and legal powers and obligations for the year 2026, with institutional and professional accountability, discussed all issues set out in the agenda, made public on 09.01.2026.

At the beginning of the KED meeting, the Judicial Appointments Council was established, with the following composition of members:

1. Ilir Panda (from the Supreme Court) - Chairman

2. Fiona Papajorgji (from the Constitutional Court) - Member

3. Marjana Semini (from the Constitutional Court) - Member

4. Alfred Progonati (from the General Prosecutor's Office) - Member

5. Ornela Naqellari (from the Courts of Appeals) - Member

6. Iliriana Olldashi (from the Courts of Appeals) - Member

7. Altin Binaj (from the Prosecutor's Offices at the Courts of Appeal) - Member

8. Afërdita Ndoi (from the Prosecutor's Offices at the Courts of Appeal) - Member

9. Klodiana Veizi (from the Administrative Courts) – Member

1. Gent Ibrahimi (from the Constitutional Court) - Alternate Member

2. Valbon Çekrezi (from the Supreme Court) - Alternate Member

3. Anila Leka (from the General Prosecutor's Office) - Alternate Member

4. Selvie Gjoçaj (from the Courts of Appeals) - Alternate Member

5. Arben Qosja (from the Prosecutor's Offices at the Courts of Appeal) - Alternate Member

6. Bezart Kaçkini (from the Administrative Courts) - Alternate Member

The KED assessed that, upon its constitution, it should immediately commit to fulfilling all the powers and obligations assigned to it by the Constitution and the law, which are unique and irreplaceable regarding the verification, evaluation and ranking of candidates for vacant positions for judges in the Constitutional Court.

Subsequently, the council carried out the electronic lottery procedures for the appointment of rapporteur members for the vacant positions that are currently under review by the KED. After organizing this lottery, the results are as follows:

1. Vacancy in the Constitutional Court, announced by the appointing authority, the President of the Republic, on 30.10.2025;

Arta Vorpsi, Brunilda Bara and Genci Gjonçaj

Rapporteur: Mr. Alfred Progonati for the candidates:

Lulzim Hamitaj, Jordan Daci, Naureda Llagami and Roland Ilia

Rapporteur: Ms. Ornela Naqellari for the candidates:

Alaudin Malaj and Alban Toro

2. Vacancy in the Constitutional Court, re-announced by the body of the name Parliament of Albania, on 10.12.2025.

Rapporteur: Ms. Klodiana Veizi for the candidates:

Fatmira Luli, Helena Papa and Lulzim Karini

In addition to the maximum commitment of this council, the speed of the verification process, its reliability and integrity also depend on the control and information that must be sent by public institutions and private entities, which, according to legal provisions, must return responses as soon as possible, with complete and accurate information in service of the successful realization of the constitutional and legal mission of the KED./CNA
