Hoxha-Blushi in the files of SPAK?!/ Investigations into the affair with incinerators should be extended to the media

Through exclusive and official documents, CNA.al has been able to dismantle the complete incinerator concession scheme in Albania, starting with 22 million euros in Elbasan, 28 million euros in Fier, and 128 million euros in Tirana.

It is suspected that the owners of these concessions, are involved in partnerships with media owners and executives, and official documents on them have been published day by day by CNA.al. People that are hiding behind incinerators, through a scheme denounced by few media outlets, but also in part by the opposition, have strong media connections.

They are the citizens Klodian Zoto, Mirel Mërtiri and the cohabitant of the latter Stela Gugallja, who along the way have engaged in partnership with the media, as in the case of Top Channel, or by sponsoring many of the top televisions and portals in the country.

CNA.al has revealed the connections of the incinerator trio with the owner of Top Channel Vjollca Hoxha and the former politician, currently the director of this television, Ben Blushi. There are two companies which clearly show that the shareholder of Top Channel, Vjollca Hoxha is a partner with the owners of the companies that have received concessions, the incinerators in Albania.

First, there is the company ?EM Capital Group?, established in Bulgaria, where partners are Mirel Mërtiri, Klodian Zoto and Eva Blushi, the wife of the director of Top Channel, Ben Blushi. This company then buys in Albania 51 percent of the shares of Lori Kafe, which bears the trade name Valtelina Kafe, and which ?coincidentally? has the same owners as Top Channel.

The second company is ?KudoPay?, where shareholders are Vjollca Hoxha, Ben Blushi, and Stela Gugallja. The latter is the one who secured the 22 million euro contract of the Elbasan Incinerator concession.

So the owner of Top Channel is a partner, with the owners of the incinerators, receive money from the Albanian taxpayers, and with this money they sponsor the media, to be ?protected? publicly. Now all this scheme is public, and SPAK has it quite easy to investigate, if exist the will.

In an official response to CNA.al, the head of SPAK, Arben Kraja, specifies what is happening with the incinerators affair and what is the object of investigation, and confirms that the Special Anti-Corruption structure has put under investigation the affair with incinerators, whose owners are in partnership in other companies with the owner of Top Channel, Vjollca Hoxha and the former politician, currently head of Top Channel, Ben Blushi.

Investigations have begun for the Fier incinerator and the Tirana incinerator. ?We confirm that SPAK is conducting investigations in the framework of criminal proceedings’ no. 187 of 2020, regarding the concession contract with the object ?Concession of construction and administration of the Urban Waste Treatment Plant, Fier?, for criminal offenses ?Abuse of duty? and ?Violation of equality in public tenders or auctions?, provided by Articles 248 and 258 of the Criminal Code.

Also, SPAK is conducting investigations in the framework of criminal proceedings’ no. 255 of 2020, regarding the concession contract with the object ?Concession of construction of landfill, incinerator and rehabilitation of existing landfills in Tirana?, for criminal offenses. ?Abuse of duty? and ?Violation of equality in public tenders or auctions?, provided by Articles 248 and 258 of the Criminal Code?- said in the response of the Special Anti-Corruption Prosecution, signed by Arben Kraja.

According to the same for these two criminal proceedings the investigations are still ongoing, and in keeping with the secrecy of the investigation, no more details can be made public. In fact, compromising documents exist and are numerous, and Arben Kraja?s SPAK, have as never before evidence to do justice if they want, in the case of incinerators, regardless of who is involved who are their public defenders or partners media such as Vjollca Hoxha, Ben Blushi, the trio of partners Klodian Zoto, Mirel Mërtiri, Stela Gugallja or others of a higher rank./CNA.al
