The electoral scheme is revealed / How will run the opposition in the April 25 elections

For some time now, the Democratic Party, the Socialist Movement for Integration and their opposition allies have been showing some formulas on how they will run in the April 25 election. After the change of the Electoral Code and the blocking of coalitions in open lists, but only with coalitions with a common list, the opposition has started its calculations. Official sources from the Democratic Party told CNA.al that it has already been configured what is the best way to maximize the opposition vote.

After many stances, with 1, 2 or 3 lists, and other ways publicly articulated not only by the DP and its officials but also by the allies, has been revealed the scheme to be used by the DP and the SMI for the April 25 elections. According to official sources, this scheme contains two lists:One real list, and another fictitious, but the latter by counties. So a list which will be of the DP, which will have the names of allies, but also of SMI candidates.

But these will be under the DP logo. So, the candidacy of a part of the opposition coalition will be done in the DP list as it was 4 years ago. And as we have already learned, Agron Duka, Dashamir Shehi, Nard Ndoka and others will compete in Durrës, Tirana or Shkodra in safe places on the DP list, ie the coalition that she will lead.

The second list will be that of the SMI. So another opposition coalition will be registered in the race, which will also have the key to the opposition game. So this second list, somewhere will be fictitious in some circles, and somewhere it will be with names to attempt victory. So let?s bring two examples. In the Vlora region, the SMI candidate is Luan Rama, who will represent the coalition of this party. He will not be on the DP list. While in Durrës Agron Duka will be on the DP list. SMI in Durrës will compete with a list of its own, where there will be names like Elona Guri, Bahri Shaqiri etc.

Also in Vlora the list will be headed by Luan Rama, and it will be followed by other names. While the DP list will be headed by Bujar Leskaj. Extra-parliamentary opposition leaders think that this scheme provides in these constituencies, but not only, more votes and mandates. While in Korça, it seems that the scheme to be used is different. There the SMI candidate will be part of the DP list, while the second list of the opposition coalition will be a fictitious list, and the SMI will call to vote for the number 3 or 5 or 7, depending on the number that the SMI will have within the coalition with PD.

Its candidates will be in the DP logo, so the SMI and allied DP parties will run on two pairs of lists; in the list of the DP coalition, and in the list of the SMI coalition or allies that will sign the pre-electoral coalition with these political forces. So the calculations of the opposition are very simple. They are made to maximize votes across counties. The examples are the votes of the elections of 2009, 2013 and 2017, an average of them, the electoral flows that the parties have had, and the aim is to maximize the vote by getting as many votes in each possible coalition where can be won a mandate.

For example, in the case of Vlora, attention will be paid to the list led by Luan Rama. This because the opposition would find it very difficult in this district in a joint coalition with the SMI to shift the leftist votes to the DP. Therefore, has been found a solution, that Luan Rama will try to get the mandate of deputy himself, and also with the other candidates in Berat, Fier, Elbasan, Durrës, Tirana, etc.

In areas where this is more difficult or impossible, will be used another scheme. SMI candidates will run within the DP list, and the SMI list will be completely normal. According to DP-SMI experts, this formula brings not only maximization of the vote, but in the end more mandates.
