Minister Etilda Gjonaj is involved in a scandal/ She officially protects the forgery notary

Through an official letter, in the form of a response addressed to CNA.al, Minister Etilda Gjonaj, through the signature of her Secretary General dated 26/10/2020, has officially defended the notary Violeta Sulkaj, who was denounced several months ago by CNA.al as a person involved in the forgery of the signature of Natali Blushi, the daughter of former Socialist MP, Ben Blushi.

This forgery occurred in 2015, while she was studying in England. According to official data published by CNA.al, it turns out that the citizen Natali Blushi was not in Albania at the time of signing a contract before the notary Violeta Sulkaj.

CNA.al showed this case with facts and exclusive documents, for which the prosecution is also investigating, and was interested in the Ministry of Justice to get official information. And as we wrote for several weeks, the Minister of Justice has defended a forgery notary.

But what happened and how does the institution itself accept this? According to the letter addressed to CNA.al, the Secretary General says that he sent a request for information to the notary Violeta Sulkaj, when in fact this institution should not have requested information, but should have been administratively taken into account for what had happened.

So instead of information, the Ministry of Justice, an employee or its inspectors, should at least verify the online register of notarial deeds. But it didn?t happen, and they only sent a letter to the notary. The document further states that the act occurred 5 years ago, on May 29, and over 5 years have already passed, while the ministry has been informed by CNA.al since August.

In fact, it was the duty of the ministry and not CNA.al to check and verify the notary contracts. We have written dozens of articles before May 29th.

On the other hand a question arises:Any notary can forge, and after 5 years he is innocent?

How can this happen, when the notary is the guarantor for the conclusion of contracts between the parties?

How can it happen that the notary in his office agrees to sign someone else, and not the real person who enters into the contract, and then the Ministry of Justice doesn?t investigate but simply and only justify it to save it.

Further, in the document it is stated that the notary Violeta Sulkaj, has presented a document of a citizen, who claims that Natali was in the office on the day of signing the contract, and this contract was made a few days before, on May 29, 2015.
So two other facts, the notary in the signed contract says:The persons who signed appeared before me. However, according to the justification of the Ministry of Justice, the contract was drafted a few days ago, signed by Natali Blushi, before she left the country.
Then the contract was signed, not a few days ago, according to the statement made by Violeta Sulkaj but a few months ago, which is not stated in her statement. Therefore, the ministry must conduct a full verification. On the other hand, it is said that it is a person who stated that he saw Natali Blushi in the office

But has the Ministry of Justice asked who is this person?

Who is the person who issued this statement on behalf of the notary, and why did the notary request this statement? Just to justify

before the Ministry of Justice?

Or in front of the prosecution for the investigation that has started, or to protect oneself from the clear falsification of a document which has been made in her office as a notary?

According to the official data of the TIMS system published by CNA.al, Natali Blushi left Albania at the beginning of April, to return later in mid-June. When did Natali Blushi sign the document? Neither Violeta Sulkaj, nor the person who gives the statement, can say this, and no one else, because it cannot happen that the notary signs a contract, and after 3 months the others go to confirm it.

And in case Natali Blushi had previously signed the contract, at least in the online register there should have been a complete declaration of the firm, which the notary should have written in her deed of contract-order or sale-purchase of the property.

The case is about a declared property of only 30.000 euros, while its value is several hundred thousand euros. So a concealment of property by her father Ben Blushi, who has registered the property in the name of his daughter. But, the responsibility in fact already belongs to the Ministry of Justice, which is the one that should verify any data, any inaccuracies or any forgery of the signature, and not to protect the forging notary by simply asking it for information.

Everything is official and it is easily proven, that we are dealing with a forgery which is being tried to be kept under the influence of Top Channel director Ben Blushi after the publication of the scandal about him.

In fact, the Ministry of Justice told CNA.al a few weeks ago that it had started the investigation.

But today, after three months, it declares that it has not carried out a control, but after our letter, it has requested information from Violeta Sulkaj. This is a flagrant case where the Ministry of Justice is immersed even deeper in the scandal of the protection of a forgery notary justifying any of her illegal actions. Everything is now in the hands of the prosecution, the institution which is expected to uncover the truth of this whole story./CNA.al
